With the rapid development of Internet and information technology,the trend is for information technology to empower education.The lack of online teaching competency evaluation index system in primary and secondary schools has become a key constraint to the development of online teaching competency.Online teaching ability evaluation index system is a prerequisite and foundation for improving teachers’ online teaching,but the research in this area is still weak,and there is an urgent need for theoretical research and response.This study adopts the logic of model basis-indicator construction-practice verification,and uses research methods such as literature research,theoretical reflection,and empirical research to construct and apply an online teaching ability evaluation index system for primary and secondary school teachers.First,on the basis of combing online teaching-related literature and drawing on domestic and international models of teachers’ teaching competencies,a structural model of online teaching competencies of primary and secondary school teachers was constructed.This study collates and analyzes the literature related to teachers’ online teaching,and defines the connotation of teachers’ online teaching competency through a theoretical thinking approach.Based on the connotation of online teaching competency,a three-dimensional model of online teaching competency was constructed by drawing on the theories of teaching competency structure model and online teaching role model in existing studies.Among the three dimensions of the model,the connotation dimension of competence includes knowledge,skills,and attitude;the online teaching process dimension includes online teaching preparation,online teaching implementation,and online teaching feedback;and the online teaching role dimension includes teaching role,management role,social role,and technical role.Further,based on the constructed online teaching competency structure model,incorporating the classical theory of online education-collaborative learning theory,referring to existing research and relevant evaluation indexes,and through two rounds of expert consultation,the online teaching competency evaluation index system for primary and secondary school teachers was finally determined.The index system consists of 3 primary indicators,14 secondary indicators and 44 tertiary indicators.Among them,the primary indicators are online teaching knowledge with a weight of 0.4286,online teaching skills with a weight of 0.4286,and online teaching attitude with a weight of 0.1428;the secondary indicators consist of online education ethics knowledge(weight of 0.0699),online teaching design(weight of 0.0857),attention to the frontier of online teaching development(weight of 0.0857),etc.;and a series of three-level indicators.Then,the evaluation index system was revised based on the expert consultation method,and the hierarchical analysis method was used to assign weights to the finalized index system.Finally,the online teaching ability questionnaire for primary and secondary school teachers was prepared based on the evaluation index system,and the questionnaire survey method was used to collect data on the online teaching ability of the teachers,and to investigate the online teaching ability of them in some provinces and cities in China from the perspective of teachers’ selfassessment.The scientificity and feasibility of the index system were verified through the measurement method,and the current status of online teaching ability of the teachers in some schools was also understood.From the results of data analysis,the current online teaching ability of the teachers performs well,with a mean score of 88.869 on a 100-point scale.teachers’ online teaching ability is better in terms of knowledge reserve,followed by skills,while there is a gap between attitude and the first two.This process verifies the rationality of the evaluation index system constructed in this study on the one hand,and on the other hand,understands the online teaching ability of the teachers and makes suggestions for improvement.The innovation of this study is to construct a structural model of teachers’ online teaching ability and to develop a measurable online teaching ability evaluation index system based on it.However,the study has problems such as insufficient depth of interpretation of indicators and insufficient breadth of survey research samples,which will be further explored in depth in future studies.
