| In July 2021,the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the "Opinions on Further Reducing the Homework and Off campus Training Burden of Students in Compulsory Education"(hereinafter referred to as the "Double Reduction" policy).The "double reduction" policy proposes to reduce the burden on students in compulsory education,emphasizing the quality of classroom teaching and after-school services,and focusing on the comprehensive development of students.In this context,the function of physical education in primary and secondary schools in promoting health,sound personality,and comprehensive development will be deeply developed,and the importance of school physical education will increase,with an increase in physical education time and content.However,at the same time,as the ultimate implementation point of physical education,the workload and work content of primary and secondary school physical education teachers will also increase.The improvement of the "double reduction" policy’s requirements for the quality of physical education teaching in primary and secondary schools also makes higher requirements for the work goals,methods,and evaluation of physical education teachers,leading to certain competency problems and difficulties for primary and secondary school physical education teachers.In this context,it is necessary to analyze the reasons for the competency dilemma of primary and secondary school physical education teachers and find ways to improve them.As a pioneer in educational reform,Shanghai has high requirements for the recruitment and assessment of primary and secondary school physical education teachers,and is in a leading position and exemplary role nationwide.After the release of the dual reduction policy,the education bureaus of various districts in Shanghai responded quickly and gained a lot of practice.Taking Shanghai as an example,this paper takes the competence of PE teachers in primary and secondary schools as the research object,conducts a survey of some PE teachers in junior high schools and primary schools in Shanghai,and comprehensively uses the methods of literature,questionnaire,interview and mathematical statistics to present the competence of PE teachers in primary and secondary schools under the background of the "double reduction" policy.The research results show that the average total score of the competence of PE teachers in primary and secondary schools is 3.959,Overall,it is in the upper middle level,with scores in the seven dimensions ranging from 3.723 to 4.103.Through cause analysis,the conclusions and suggestions are as follows:(1)The "double reduction" policy has put forward high and new requirements for primary and secondary school physical education teachers,bringing more challenges to them.Nowadays,primary and secondary school physical education teachers are mainly affected by three factors: increased workload,increased teaching difficulty,and increased work pressure.Among them,increased workload is the most important influencing factor.It is common for physical education teachers to report workload overload,which indirectly increases the teaching difficulty and work pressure of primary and secondary school physical education teachers,mainly reflected in the extension of physical education work hours and an increase in physical education work content.(2)The overall competence of physical education teachers in primary and secondary schools is above average,but their scores in the four dimensions of physiological traits,teaching knowledge and ability,professional development,and social adaptation are relatively low,indicating a certain level of competence dilemma.The dilemma in terms of physiological traits is mainly due to the increase in physical education curriculum hours,after-school physical education services,and physical education homework design,which has led to an increase in the workload of primary and secondary school teachers in the context of "double reduction";In terms of teaching knowledge and abilities,it is mainly due to the high requirements of physical education teaching,deviation in understanding the abilities of physical education teachers,and difficulties in the school physical education environment;In terms of social adaptation,it is mainly due to the social attention,work and institutional adaptation pressure brought about by the "double reduction" policy;In terms of professional development,it is mainly due to teachers’ cognitive biases in their own professional abilities,lack of sense of purpose and reflection.(3)The improvement path for primary and secondary school physical education teachers under the background of the "double reduction" policy:firstly,reconstruct the professional ability system of primary and secondary school physical education teachers,clarify the teacher’s goals and role positioning;Secondly,increase school sports resources and improve the school sports environment;The third is to reduce the teaching burden,improve the reward system,and strengthen teacher care;Fourthly,establish a sound mechanism for the recruitment,training,assessment,and evaluation of physical education teachers,in order to clear obstacles for the development of the competence of primary and secondary school physical education teachers;The fifth is to strengthen teacher training,establish the concept of lifelong learning,and achieve sustainable development of teacher abilities. |
