| In July 2021,The General Office of the Central Committee of the Communist Party of China and the General Office of the State Council promulgated the Opinions on Further Reducing the Burden of Homework and Off-campus Training on Students in Compulsory Education(hereinafter referred to as the "double reduction" policy),the Ministry of Education has clarified that Physical Education(or Physical Education and Health)is regulated under non-disciplinary categories.As sports training has become a hot topic,many subject-based training companies have transformed into the development of sports training content.Shanghai has been actively implementing the "double reduction" policy and has issued documents such as the "Standards for the Setting of Off-Campus Training Institutions for Sports in Shanghai" to comprehensively regulate the healthy development of youth sports training institutions in Shanghai.As a result of the three-year epidemic,society has placed greater emphasis on youth sport and health,and demand for youth sports training has increased.Despite this,the development of the youth sports training provider market is still facing more difficulties.Therefore,it is important to study the current situation of the development of youth sports training institutions in Shanghai in the context of the "double reduction" policy.This paper uses literature method,questionnaire method,fieldwork and mathematical and statistical methods to study the current situation of youth sports training institutions in five jurisdictions in Shanghai.It provides an in-depth analysis of the development of youth sports training institutions in Shanghai in terms of general trends,training targets,training content,venue teachers,motivation and feedback,organisational structure,external supervision and corporate planning,and makes suggestions for development.Conclusions:(1)The development trend of youth sports training institutions in Shanghai has been positive in recent years,with profit-making institutions dominating;joint schooling forms are popular and operating qualifications are compliant,but the scale of development is not large,the cost of running schools is high and capital turnover is poor.(2)The organisational structure is basically sound and the supervision mechanism is perfect,but there is a shortage of complex management personnel and the staff promotion,welfare and training mechanism is not perfect.(3)Primary school age trainees are the main target group for training.(4)Lack of innovation and serious homogenisation of training content,fewer attempts at new curriculum development and new sports;imperfect curriculum system,failure to broaden training ideas,single form of training and insufficient intelligent aids.(5)Insufficient training space per capita and low utilisation of public space;unstable teaching staff in institutions and varying teaching standards.(6)Low awareness of institutional services and lack of attention to consumer needs;inadequate parental monitoring system and evaluation system,and assessment mechanism for learner outcomes.(7)Consumer motivations and initial intentions for training are stable,with parental gender,occupation and annual household income as the main influencing factors.(8)The external regulation of the market is not perfect,the internal development planning of enterprises is single,and the current situation of seeking short-term benefits is prominent.Research recommendations:(1)Eliminate false propaganda and protect the rights and interests of both parties.(2)Broaden training ideas and improve the curriculum system.(3)Strengthen mutual assistance in the industry and make efficient use of resources.(4)Accelerate the construction of teachers and actively organise sporting events.(5)Improve the enterprise management system and enhance the happiness of employees.(6)Pay attention to consumer needs and enhance service awareness.(7)Accelerate its own construction and develop intelligent assistance.(8)Strengthen external regulation to create a healthy market environment. |
