| The standardized management of centralized service resources has made a significant contribution to ensuring the basic living needs of orphaned children in welfare institutions.However,the long-term institutional care brings a serious impediment in the socialization process of the orphans.Many Orphans are stranded in welfare institutions for a long time after reaching adulthood.Meanwhile,the central and local governments carried out a series of relevant social policies for adult orphans.Unfortunately,these social policies have not been able to effectively target and meet the actual needs of adult orphans,nor have they been able to fundamentally help adult orphans return to society.As a result,this study takes the implementation process of social resettlement policy for adult orphans as the research object,and tries to explain the three core problems: what deviations exist in the implementation process of policy,how these deviations occur and how to correct them.With the methodology of analyzing policy documents and conducting in-depth researches in Nanjing,we aim to explore deep-seated explanations for policy deviations in implementing stage.This study establish a frame work of “the starting point of implementation deviation—internal conflict—process tracing” to analyze social resettlement policy for adult orphans.From the logical starting point of social resettlement policy implementation deviation,we find problems with conceptual deviation and inaccurate definition at the national level.From the internal conflict of policy implementation basis,the relevant state ministries and commissions published a number of notice,guidance and management measures about the Social placement of adult orphans.However,these policy documents are lack of consistent criteria,definite standard and legitimacy when investigating from a scientific perspective.Finally,in order to correct the implementation deviation of the social resettlement policy for adult orphans,this study puts forward specific and feasible countermeasures from the four perspectives of idealized policy,implementing organization,target group and environmental factors. |
