attract wide attention all around the world.Over the past seven years since the preparation of the Winter Olympics,Chongli has built a number of sports skiing venues with complete supporting facilities and diverse functions.At the same time,the infrastructure construction throughout the region has been comprehensively improved,the resources,as well as the environment have been effectively protected,the regional ski brand construction has made a qualitative leap,and the economy and society have achieved great-leapfrog progress.The ice and snow sports in Chongli has become an important card of ice and snow tourism in North China and even the whole country.But in order to achieve higher quality development,Chongli still needs to break through its own development bottleneck.Research purpose: This paper takes the practical basis and improvement path of the construction of Chongli ice and snow industry in Hebei as the starting point,summarizes and analyzes the historical progress of the development of Chongli ice and snow industry,explores the successful experience in the development process of Chongli,finds out the existing problems,and how to break through its own development bottleneck,and obtains the existing basis and development difficulties of the development of Chongli ice and snow industry and the construction of the ice and snow industry through relevant data,It reveals the constraints in the process of strengthening the construction of ice and snow region,and draws the relevant development path accordingly,providing reference for the development and construction of strengthening the construction of ice and snow region in the future,promote the construction and development ice and snow industry of Chongli,providing a path for the development of China’s ice and snow industry in other ice and snow tourism cities,and providing experience and even Chinese experience for the construction of ice and snow regions at home and abroad.Research methods: This paper is written by comprehensive use of literature,field survey,mathematical statistics,logical analysis and other research methods.At the initial stage,through studying and sorting out relevant documents and books,master the basic theoretical views,get familiar with the current development situation,find potential problems to lay the theoretical system and framework of this article.Data collection is carried out through the field survey method,including the big data of the number of ski tourists received and the comprehensive income of ski tourism over the years in the snow season of Chongli,the basic situation of the development of the snow and ice industry in Chongli,the construction of the infrastructure projects for the Winter Olympics,the main indicators of economic and social development before and after the success of the bid for the Winter Olympics in Chongli,the policy documents for the reform of government institutions,the 12 th,13th and 14 th five-year development plans of Chongli District,etc,Then sort out and integrate the collected data and information,and then sort out and analyze the restrictive factors of the construction of strengthening the construction of ice and snow region,and finally draw a series of views in this paper.This paper is divided into five parts.Research results: The unique natural and historical resources of Chongli,Hebei,and the successful bid for the Winter Olympics have provided a fundamental impetus for the leapfrog development of the Chongli ice and snow industry.The high-quality preparation and successful hosting of the Winter Olympics have provided the possibility for the construction of a strong ice and snow region in Chongli.However,during the actual construction process,there are still many problems:(1)The iceand snow industry has developed rapidly,but the quality of development needs to be improved,the level of industrial openness is low,and the strength of socialized ice and snow organizations is weak.(2)The policy mechanism is gradually improving,but further optimization and integration are needed.(3)The ice and snow culture is rich and diverse,but the form of ice and snow sports is single,and the phenomenon of seasonal labor is prominent.The industrial income generation in the non-snow season is declining in a precipitous manner,and the level of regional civilization needs to be improved.(4)Social development has initially achieved results,but the degree of regional integration and development is not high,the radiation effect is weak,and the heat of the Winter Olympics is gradually receding.The future development expectations are not optimistic.(5)The regional economic development path is single,with only the rapid development of the ice and snow industry and a single pillar industry.(6)Knowledge reserve is insufficient.Research conclusion: In general,Chongli needs to make efforts in four aspects on the road to becoming a strong ice and snow region: strengthening the construction of government systems and mechanisms,improving the quality of ice and snow economic development,strengthening the construction of ice and snow social atmosphere,and enriching the connotation of ice and snow culture,which are specifically manifested as follows:(1)Government:(1)Refine government functions,clarify goals and tasks,innovate institutional mechanisms,and provide institutional and institutional guarantees for strengthening the construction of ice and snow region.(2)Optimize the layout of land,do well in the planning and design of regional land space and use control,optimize the ecosystem of the entire region,and create a first-class ecological environment quality suitable for hosting the Winter Olympics.(3)Promote the construction of low-carbon cities,actively implement and promote the construction of renewable energy ice and snow demonstration areas,and achieve the circular development of ice and snow economy.(4)Improve the level of regional coordinated development,promote the comprehensive integration of Chongli’s ice and snow industry and cultural tourism,and promote the comprehensive development of the ice and snow economy.(2)Economic aspects:(1)Improve the opening level of the ice and snow industry,develop and expand winter ice and snow sports and outdoor sports,expand the effect of the
