Health is one of the important people’s livelihood issues,especially in the present serious problem of aging,it is increasingly important to improve the health of the masses,especially the health of the elderly.In 2021,General Secretary Xi Jinping stressed that "the concept of active aging and healthy aging should be integrated into the whole process of economic and social development." Since then,active aging view and healthy aging have become the two key words of aging work in the new era of China,forming a new trend of aging and new development direction,and China’s aging work is entering a new stage of high-quality development.In 2023,the report of the Party’s top 20 states: "We will implement the national strategy of actively responding to the aging population,develop the old-age service and the old-age service industry,optimize the services for the elderly who are alone,and promote the realization of basic old-age service for all the elderly." Finally,it clarifies the development direction of the cause of aging.To promote the development of the trend of "new aging",namely to promote the implementation of healthy aging and active aging,is an important measure to jointly promote the strategy of healthy China and actively respond to the strategy of population aging.It emphasizes the need to constantly meet the health needs of the elderly,steadily improve the health level of the elderly,and requires the elderly to actively participate in social life,so that the society can provide reasonable protection for the elderly.Under the background of "new aging",commercial health insurance also ushered in the development spring.On September 29,2021,The State Council issued the 14 th Five-Year Plan for National Medical Security,which clearly proposed to encourage the development of commercial health insurance.Developing commercial health insurance for the aged has become an important measure to deal with the aging problem.Therefore,it is of practical significance to study the influence of aging on the demand of commercial health insurance under the new situation.China’s aging work is entering a new stage of promoting active aging and healthy aging.The influence of aging on commercial health insurance may show new characteristics.Mainstream studies believe that population aging will inevitably promote the development of commercial health insurance,and its implicit assumption is that people will inevitably get sick and weak when they get old,which will lead to higher health risks and higher demand for health insurance.However,the reality may be more complicated,especially in the context of the new aging,namely healthy aging and active aging,the increase of age does not necessarily lead to the decline of health.In this paper,the influence of healthy aging on commercial health insurance for the aged was investigated by the level of medical resources.Digital information level is used to investigate the influence of active aging on commercial health insurance for the elderly.Under the double moderating effect of both,the paper studies whether the influence of population aging on commercial health insurance demand will change under the development trend of "new aging",and puts forward corresponding suggestions.In the introduction part,this paper systematically combs the research status of aging and the development of commercial health insurance,and summarizes the existing problems in the current research.The first chapter uses the data statistical analysis method to sort out the development status of the aging population,commercial health insurance and old-age health insurance,introduces the number and health status of the elderly population,the premium income and claims of commercial health insurance and the problems existing in old-age health insurance.The second chapter explains the influence of traditional aging and new aging on the demand of commercial health insurance from the theoretical level.At the same time,it introduces the regulatory mechanism of medical resources and digital information level and puts forward the research hypothesis.In third chapter,the panel data of 30 provinces,municipalities and autonomous regions from 2006 to 2020 are used for empirical analysis through fixed effect model to test the moderating effect and further consider heterogeneity.It is found that aging has a positive impact on commercial health insurance for the elderly.The level of medical resources negatively moderates the demand for commercial health insurance for the elderly.The digital information level has a negative moderating effect on the current commercial health insurance demand of the elderly and a positive moderating effect on the long-term commercial health insurance demand of the elderly.The fourth chapter introduces the development experience and enlightenment of commercial health insurance for the aged abroad.This includes the models of the elderly business health insurance in America,Britain and Germany,and provides ideas and enlightenment for the development of the elderly business health insurance of our country.Based on the above contents,Chapter Five draws the following conclusions:(1)Under the new trend of healthy aging,it is uncertain whether the aging population will definitely bring the development of commercial health insurance.If the elderly continue to grow old and take advantage of medical means to improve their prior health examination,the demand for health insurance will not increase,but decrease;(2)Under the condition of active aging,it is necessary to develop health insurance by digital means.In the face of active aging,the elderly are getting older,but still active.They have participated in social life through digital channels,continued to develop their work and career,and improved their income level,which can compensate for their own economy,so the demand for health insurance increases.In addition,active aging also means that for the elderly,their ability to grasp digital information is not static,and digital is accelerating.Therefore,the elderly population not only has the current "digital divide" problem,but also has new changes.The Internet access rate and digital rate of the elderly population are improving as a whole.Therefore,the development of digital health insurance should not be delayed because of the weak grasp of digital technology of the elderly;(3)For insurance companies,health management and health maintenance services for the elderly are not only a means to attract elderly customers and increase income,but also a way to reduce insurance claims and costs.In this process,on the one hand,advanced technical means should be used to carry out accurate pricing of insurance products and adapt to the principles of insurance development.On the other hand,it is necessary to reduce information asymmetry,especially to promote the health concept of the whole society and reduce moral hazard;(4)The development of commercial health insurance is also affected by differences in education level,income level and the number of medical insurance participants.Finally,the paper puts forward policy suggestions from two aspects of individuals and insurance companies: individuals should establish a new concept of pension,take the initiative to improve their health level,actively participate in social life,and adapt to the digital development of society.Insurance companies should adopt the model of insurance+ medical + pension + technology,innovate health insurance products suitable for aging,and provide health management services throughout the life cycle.Diversified marketing through Internet channels to adapt to the development of active aging;Well-intentioned and comprehensive collection of data for precise pricing of health insurance products;Strengthen the guidance of health concept and death attitude,and form linkage with insurance products;Formulate development plans and strategies for health insurance in light of local conditions.
