In recent years, the state has continuously strengthened the support and guarantee for the circulation of agricultural land, along with the improvement of economic level, the increase in farmers’ employment choices, coupled with the widening of the income gap between the secondary and tertiary industries and the primary industry, most farmers choose to go out to engage in non-agricultural employment and in order to keep land resources from being wasted profit-seeking psychology, which has a certain impact on the decision-making of farmers’ land circulation behavior. This paper is based on "Non-agricultural Employment,Land Transfer,Land Property Rights Theory, and Labor Transfer Theory".Based on the data of 580 rural households obtained from field research in 8 prefectures and cities in Henan Province in 2022,the current situation of outdoor employment and land transfer mode of farmers in the sample area was analyzed, and the impact of outdoor employment of farmers in Henan Province on the circulation of land contracting and management rights was discussed.Health status",the factors of "the proportion of labor who go out to work, the proportion of agricultural income to total household income, the number and scale of farmland plots of farmers, etc." in the household economic structure are empirically studied as the control variables affecting the land circulation of rural households, and the relationship between rural labor transfer and agricultural land circulation is empirically studied.Through research and analysis, this paper concludes that first, the higher the level of out-of-home employment and the greater the proportion of out-of-home employment in the household labor force, the more significant the land transfer behavior. From the results of regression analysis, the employment behavior of farmers outside and the proportion of labor force outside the country positively affect the land circulation behavior, and pass the endogenous test and robustness test.Second, more than half of the respondents had land transfer behavior, and affected by the difference in planting type and topography, farmers who mainly chose food crops chose to transfer land out,and farmers who mainly used cash crops chose land transfer in.Third, from the survey results, although there are more farmers with land transfer behavior, the level of agricultural land circulation in Henan Province is relatively low in terms of quantity and scale, and the influencing factors of agricultural land circulation will be different in different regions.Based on the above conclusions, this paper puts forward the following relevant suggestions: first, establish and improve the farmland management system, establish and improve the farmland management system;Second,it is necessary to establish a complete land transfer system to promote the free exchange of land resources among farmers;Third,it is necessary to strengthen farmers’ awareness of the circulation of agricultural land;Fourth,it is necessary to strengthen the supervision of the circulation of agricultural land;Fifth, improve the information service system for the circulation of farmland. In the process of promoting the circulation of agricultural land, the principle of appropriate order and adaptation to local conditions should be followed.
