A Study On The Coupled And Coordinated Development Of Land Circulation,Labor Transfer And Urbanization In The Context Of Urban-Rural Integration Development In China

At present,the "rural revitalization strategy" implemented by our country calls on us to establish the system and mechanism of urban and rural integration development,and requires us to pursue the road of urban and rural integration development.Land transfer,labor transfer and urbanization are the unified whole in the development of urban and rural integration which the coordinated development of the three has been paid attention to by the academic circles.The smooth progress of rural land transfer and urbanization has laid a foundation for rural labor transfer.Rural labor transfer and land transfer jointly provide the necessary guarantee for the rapid progress of urbanization;Rural and transfer plays an important role in promoting rural labor transfer and urbanization.Land transfer,labor force transfer and urbanization are interconnected,complex,diverse and coupling and coordinated systems.Neglect of any one of them will lead to the imbalance of the whole system and hinder the integrated development of urban and rural areas.But,due to the continuous promotion of urbanization in China,a large number of rural labor force turn to urban non-agricultural industries.However,due to the imperfect land transfer mechanism and market and the incomplete social security system of rural residents,a large number of land is left idle and abandoned after labor force transfer.The emergence of this phenomenon is not conducive to the coordinated development of the integration of urban and rural areas in China,and also hinders the realization of new urbanization,and rural revitalization.So,under the background of urban-rural integrated development,this paper studies systematically the coupling and coordinated development relationship among land transfer,labor force transfer and urbanization,which is of great significance to promote their integrated and coordinateddevelopment.Based on the literature review on the interaction between land transfer,labor transfer and urbanization at home and abroad,this paper takes the three regions of east,central and west China as the research object.According to the relevant data of land transfer,labor force transfer and urbanization in east,central west China,the interaction mechanism of the three and the development and change of each subsystem were analyzed from 1986 to2015.The spatial-temporal evolution of the coupling coordination between the two and the three was discussed by using the coupling coordination degree model between 1986 and2015.Finally,the grey series GM(1,1)model is used to predict and analyze the coupling and coordinated development of rural land transfer,labor transfer and urbanization from 2016 to2030,and corresponding countermeasures and suggestions are put forward according to the impact mechanism.The main results are as follows:(1)The three subsystems of land circulation,labor transfer and urbanization showed a gradual upward trend in the 30 years of evolution from 1986 to 2015.(2)In the past 30 years,the coupling degree and coordination degree of land transfer,labor transfer and urbanization in the east,middle and west of China have been on the rise.The coupling degree C fluctuates between 0.6-1.0 and the coupling coordination D fluctuates between 0.2-0.7,which is in the low level coordination stage.In terms of spatial evolution,the spatial change of the coupling coordinated development level of land transfer,labor transfer and urbanization shows regional integrity and difference.(3)It is predicted that the coupling coordinated development level of land transfer,labor force transfer and urbanization in the east,central and west regions of China will continue to rise from 2016 to 2030,and the type of coupling coordination will develop toward high-quality coordination.(4)from the perspective of the mechanism affecting the coupling and coordinated development of land transfer,labor force transfer and urbanization,it is mainly the development of new urbanization,the level of agricultural modernization,farmers' own factors and the level of social security.Therefore,some suggestions are put forward,such as perfecting rural land transfer market and relevant policies and systems,and optimizingindustrial structure adjustment.
