Research On Community Action Under Major Public Health Emergencies

It is necessary to improve the ability of grass-roots community governance under the background of“Co-construction,co-governance and sharing” Based on the theory of social capital and the method of interview,this study analyzed the operational mechanism,function and governance in the practice of epidemic prevention and control by the committee of owners of Community X in Guizhou Province,from the perspective of social work,this paper puts forward the direction of improving community response to major public health emergencies,and gives some relevant considerations for promoting the construction and governance of grass-roots communities.As the basic unit of urban residents’ life,community plays a key role in the epidemic prevention and control of major public health emergencies.Through the action analysis of the community owners committee,we find that the social capital of the community has changed,such as the trust relationship of the community owners with the increase of communication;The normative system comes into being spontaneously with the action norms of the owners affected by the autonomous work of the owners’ committee,and the Community Interactive Network has been built in the daily interaction and communication between the members of the owners’ committee,the representatives of the building and the owners.Community social capital is the root of the success of community collective action,which in turn promotes the increase of community social capital.The study proves that the owners’ committee has brought into play the unique advantages of community social organizations,reduced the cost of grass-roots governance and integrated multi-agent resources in the prevention and control of major public health emergencies,provides a platform for residents to participate.Community social organizations have a strong organizational advantage in accumulating social capital because social capital has a strong role in promoting collective action,therefore,in response to major public health emergencies can be from the community to promote the construction of community social organizations.
