Research On Incubation And Cultivation Of Community Social Organizations Under The Background Of "Five Social Linkage"

In recent years,China’s grass-roots social governance has been innovated and the modernization process of grass-roots social governance system and governance capacity has been rapidly promoted.The "three communities" mechanism,which has been implemented for many years to involve social forces in grass-roots social governance,can no longer meet the current realistic needs of grass-roots society.Therefore,China is actively exploring the addition of two innovative elements of community volunteers and social charity resources on the basis of the "three communities" to realize the sharing of resources,complementary advantages,division of labor and mutual gains of multiple subjects,promote the in-depth cooperation of multiple subjects,and further strengthen the participation of social forces in grassroots governance.Incubation and cultivation of community social organizations is the basis for the work of "five communities",integrating the advantages of the community platform,the professional advantages of social workers and the organizational advantages of community social organizations,fully utilizing the human advantages of community volunteers and the rich resources of social charity resources,and jointly helping to incubate and cultivate community social organizations In order to effectively respond to the diversified needs of the public,promote residents’ autonomy,achieve positive interaction with the community,and build a grassroots social governance community.This paper takes the incubation of a robotics activity center in Taiyuan’s L district as an example,and uses survey research and field research methods to explore how the community,social workers,community social organizations,community volunteers,and social charity resources interact in the process of incubating and nurturing the robotics activity center in the context of "five community linkages.The robot activity center is a community social organization jointly led by social charity resources and social workers,and in the process of incubation and cultivation,each body plays its irreplaceable role to promote the cultivation and development of community social organizations.However,in the incubation and cultivation process,problems such as ambiguous community role orientation and difficulties in changing the role of social workers have emerged,resulting in slow progress in the cultivation of robot activity centers;coupled with the fact that the cultivation capacity of social workers needs to be improved and the sustainability of social charity resources is low,resulting in strong dependence of community social organizations on social workers,these factors further restrict the ability of community social organizations to develop independently These factors further limit the ability of community social organizations to develop themselves.In this regard,the article puts forward some suggestions and recommendations for optimizing the problems in the incubation and cultivation of robot activity centers in L district,hoping to promote the sustainable development of community social organizations and improve the quality of life of community residents.
