The report of the 19th National Congress of the Communist Party of China pointed out that in order to meet the increasingly diverse needs of the people,it is necessary to promote the shift of the focus of social governance to the grassroots level,give play to the role of social organizations,realize the benign interaction of government governance,social regulation and residents' autonomy,and create a"co-construction,co-governance and sharing" "Social governance pattern.In this context,in order to fully mobilize the power of the community,give play to the role of social organizations,mobilize the benign interaction of community residents' autonomy,and promote the participation of diverse subjects in community governance.L City,G Province,actively promotes the incubation of community social organizations by social work organizations in the "Three Social Interactions"community governance project,and enhances the ability of community social organizations to participate in community governance and service.In order to explore how social work organizations incubate community social organizations in the "three-community linkage" community governance project,and how to promote community social organizations to participate in community services and grassroots governance throughout the incubation process.This study selects the neighborhood help team community social organization incubated by the Z community social work organization in L city as a case case.The author,through an internship at the Z community social work organization,serves as an institutional social worker and participates in the social work organization's incubation of the neighborhood help team community social organization.The practical process.Through field research,the author found that when incubating community social organizations,the Z community social work organization uses the theory of superior perspective to excavate community leaders,stimulate the strength of community residents,create community social organizations for neighborhood assistance teams,and establish organizational purposes,rules and regulations to deepen neighborhood assistance The team's awareness of participating in community service promotes the awakening of the awareness of helping team members.At the same time,in order to further promote the neighborhood to participate in the consciousness and ability of the community service,during the incubation,social workers organizations use capacity-building and cultivating technologies to enhance the ability of the neighborhood team to participate in community services and organization building capabilities,and assist the neighborhood team to self-empowerment.Finally,promote the neighborhood help team to carry out service projects and broaden the channels for the neighborhood help team to participate in community governance,to achieve neighborhood help teams to provide community service,participate in community governance objectives and services.The series of practical processes adopted by the social work organization incubator successfully incubated the neighborhood help team into a mutual-aid community social organization initiated by residents,participated by residents,and benefited by residents.It has been widely recognized by the society and provided a reference for the incubation of other community social organizations.This research is based on the social work organization incubating community social organizations in the context of the linkage of the three agencies.Therefore,the author mainly focuses on the role of the social work organization during the incubation period,but the research on the help provided to the community is not deep enough.Therefore,in future research on this topic,the author will in-depth study the role of the community in the incubation of community social organizations by social work organizations,and supplement and improve this type of research.
