A Study On The Role Of Social Workers In Incubation Of Community Social Organizations

In recent years,with the continuous advancement of the construction of harmonious community and the further strengthening of community governance,community social organizations are springing up in urban communities.Through sorting out the top-level system design of grassroots governance and social organizations in the past five years,it is found that fostering community social organizations has become the focus of local governments’ work.At the same time,local governments are also actively guiding and supporting social workers to participate in community governance and helping the development of community social organizations.However,in the process of participating in community governance,social workers will have role dilemmas such as unclear role and role conflict,which will affect their professional play.This article mainly from the social worker hatch community with a specific role in the process of social organization,found that social workers exist in the process of hatching distance,role interruption,role and role conflict and role predicament,social workers not only hinder the community social organizations development role,also influence social workers professional play.Therefore,in the context of innovative community governance,this paper focuses on the role dilemma of social workers in the incubation of community social organizations.This article is based on the author’s own practice experience thinking.During the internship,the author participated in the incubation of community social organizations and collaborated with social workers,organization members,organization leaders and members of community neighborhood committees to incubate community social organizations.During this process,the author collected a large amount of rich information.At the same time,the author adopts the unstructured questionnaire to conduct in-depth interviews with the relevant subjects who participate in the incubation of community social organizations to obtain abundant first-hand information.On this basis,this article guided by the social role theory,the system combed the social workers are bred in a community social organizations the role expectation and role in the process of practice,from the role of distance,interruption of roles,the role and role conflict present social worker role predicament,and analyzes the cause and the influence on role predicament,and then put forward the corresponding countermeasures and Suggestions.The study found that,first of all,the government,neighborhood committees,organization members and social workers themselves have both overlapping and different expectations of social workers’ roles.Secondly,social workers play a variety of roles in the incubation process of community social organizations,such as the organizer,service provider,resource link,manager,companion,advisor and administrative assistance.Thirdly,through the analysis of the role of social workers in the incubation of community social organizations,it is found that there is a role gap between the role practice and the role expectation of social workers,there is a role interruption in the stage incubation process,there is a role dilemma of unclear role and role conflict in the practice process.Thirdly,in the incubation of community social organizations,there are many reasons for the role dilemma of social workers.This paper argues that the government’s incubation guarantee mechanism for community social organizations is not perfect and the assessment mechanism is not mature;There are unclear responsibilities in the community,lack of communication between the two sides,excessive intervention of the neighborhood committee;Social workers themselves lack of theoretical knowledge and high expectations for themselves,leading to limited role play,role cognition is not clear.Finally,this paper proposes countermeasures and suggestions to cope with the role dilemma.The government should clarify the role norms of social workers in incubating community social organizations,increase publicity,and improve the awareness of social workers.The community should clarify the responsibilities of all parties and provide resource support to reduce the administrative work of social workers in the community;Social work agencies should pay attention to the re-education and supervision system of social workers.Social workers should actively communicate with all parties to establish a correct role cognition and enhance professional competence.
