As an important institution to improve the quality of citizens and cultivate talents,the reform of personnel system plays an important role in the development and progress of colleges and universities.With the implementation of the personnel dispatch system in China’s colleges and universities,the purpose of the system design has also been recognized by the public,but the system also has more or less problems,especially in the operation of the personnel dispatch system,the imagination of sending personnel and on-the-job personnel with different pay for the same work is prominent,the recruitment is not standardized and not open,the career development of sending personnel is limited,and it is difficult for sending employees to protect their rights The problems such as imperfect social security and unfair wages have not reached the original intention of the design of personnel dispatch system in Colleges and universities.This paper mainly analyzes and studies the operation status of the existing personnel dispatch system implemented by colleges and universities in Hubei Province,mainly by consulting literature,questionnaires and interviews,combined with the specific situation of case colleges and universities in Hubei Province(E colleges and universities)in the process of implementing the personnel dispatch system,Targeted research and analysis of the contradictions and problems existing in the implementation of the personnel dispatch system in Colleges and universities in Hubei Province.Through investigation and analysis,it is considered that there are still some problems in the implementation of personnel dispatch in Colleges and universities in Hubei Province,such as too narrow promotion channels for dispatched personnel,non-standard legal relations,difficult rights protection for dispatched personnel,imperfect social security system,different pay for equal work for staff and non staff employees,and a strong sense of unfairness of welfare treatment for dispatched personnel.These problems still need further analysis and research,Find out the root of the problem,and then put forward the countermeasures to optimize the personnel dispatch system from the perspective of management.After investigating and analyzing the personnel dispatch system in Colleges and universities in Hubei Province,this paper focuses on improving the welfare treatment of dispatched personnel,standardizing the labor legal relationship of dispatched personnel,optimizing the evaluation and assessment,rank promotion and career development of dispatched personnel,and puts forward the following improvement measures: first,optimize the reward and incentive mechanism and improve the welfare treatment of dispatched personnel,Colleges and universities should adhere to the same performance appraisal system for the personnel in the staffing and dispatched employees,so as to solve the problems of inconsistent wages and benefits inside and outside the staffing and different pay for equal work;Secondly,in Colleges and universities,we should improve the assessment and management system of internal and external staff,alleviate the restrictions on rank promotion and career development of dispatched staff,and break the career bottleneck of internal staff;Thirdly,optimize the performance appraisal and salary incentive standards for internal and external employees,and ensure that the salary,welfare and treatment of internal and external employees are generally consistent under the same performance of the same post;Finally,optimize the management function of trade unions in Colleges and universities,integrate the management of dispatched employees into the management,effectively protect the legitimate rights and interests of dispatched employees,and put forward countermeasures and suggestions for the optimization of personnel management system in Colleges and universities.
