| Since the beginning of the new century,the party and the state have attached greater importance to personnel work.The report put forward to implement the party’s 19 "more active,more open,more effective personnel policy",Xi Jinping stressed several times general secretary "choose the person of outstanding ability and the use of" all over the world,the party and the state regulations also explicitly pointed out: "break mobility barriers","establishing and perfecting the talent flow mechanism","promoting orderly the free flow of talent".These all carry on the standard to our country talent flow from the system level,put forward the request.However,in recent years,the flow of teachers in some colleges and universities in China has been out of order to some extent.Especially,with the start of the "double first-class" construction,many colleges and universities have staged the talent competition for the "double first-class",which brings challenges to the teacher flow system in China.Therefore,it is urgent to further standardize and optimize the teacher turnover system and teacher turnover behavior in colleges and universities.From the perspective of the mobility system of university teachers,this paper systematically combs the historical evolution process of the development of the mobility system of university teachers in China.It is considered that the development of teacher mobility system in colleges and universities in China has gone through the basic stage(primitive society to the early Qing Dynasty),the budding stage(1898-1911),the formation stage(1912-1948)and the development stage(1949-1965).The development and evolution of six different stages: stagnation stage(1966-1977)and enrichment stage(1978-present).The rich stage can be divided into passive flow stage(1978-1984),active flow stage(1985-1998)and normative flow stage(1999-present).This study from the visual Angle of teacher flow system,the system combed the development of college teacher flow system in China,summary the running effect of college teacher flow system under the new situation,proposed the system of college teacher flow in the execution of the reality of the situation facing,analyzes the related reasons,draw lessons from the United States,Germany,Japan college teacher flow system and its successful experience in operation of the organization,and put forward the optimization of teachers in colleges and universities flow system and its operation strategy.The research holds that the teacher turnover system in Chinese colleges and universities has played a positive leading role in recent years,and has standardized the teacher turnover behavior from the system.The party and the government have created the system operating environment of "being able to get in and get out" from multiple angles,and established the part-time teacher system of colleges and universities that emphasizes both encouragement and restriction,which has restricted the intensified "poaching" war in colleges and universities.Colleges and universities have also set up reasonable standards for teacher inflow,selection process,part-time requirements and outflow principles.However,these systems deviate from the original intention to different degrees in the implementation process,making the flow of teachers face difficulties,such as talent competition between colleges and universities,individual flow of teachers focusing on short-term benefits,lack of humanistic care in teacher management,and inadequate implementation of relevant safeguard measures after teacher flow.It is attributed to the backwardness of the concept of teacher turnover,the neglect of the "people-oriented" spirit in the system operation,the serious utilitarianism and the lack of supporting supervision and guarantee system.There are three optimization strategies: first,we should do a good job in the top-level design of the system of teacher turnover in colleges and universities scientifically and reasonably.We should adhere to the design principles,pay attention to the unity of knowledge and practice,strengthen the content construction.Second,we should standardize and orderly implement the organization and operation of the system of teacher turnover in colleges and universities.The party and the government should strengthen the macro-control and supervision of system organization and operation,colleges and universities should ensure the orderly operation of their own system,and teachers should scientifically locate the best ecological space for development.Third,we should improve the guarantee mechanism of the teacher turnover system in colleges and universities accurately and efficiently.Scientific teacher evaluation mechanism,complete supporting guarantee mechanism and win-win cooperation and sharing mechanism should be established. |
