In 2020,the Ministry of Education promulgated the new "General High School Ideology and Politics Curriculum Standards"(hereinafter referred to as the new standards)on the basis of the new "General High School Ideology and Politics Curriculum Standards"(hereinafter referred to as the new standards),pointing out that problem-based teaching is an important way to carry out activity-based subject curriculum teaching,and that the action-oriented subject curriculum aims at cultivate students’ core competencies of political identity,scientific spirit,and awareness of the rule of law Action-oriented subject curriculum aims at cultivate students’ core competencies of political identity,scientific spirit,rule of law awareness and public participation,among which rule of law awareness is a necessary prerequisite for public participation,political identity and scientific spirit,and is related to whether students can be cultivated into "four new men".In view of this,this paper analyzes the problems in the process of cultivating rule of law awareness among high school students on the basis of research,and proposes practical strategies to improve front-line political science teachers’ mastery of problem teaching,improve students’ ability of dialectical thinking,and finally implement the fundamental task of establishing moral education.This paper follows the research idea of "what is-why-what is the current situation-how to do".It is divided into four parts for analysis and discussion:The first part introduces the background and significance of the study,the current status of research at home and abroad,the research ideas and methods,and the innovations and shortcomings of the study.The second part discusses the concepts of problem-based teaching and rule of law awareness literacy.It includes the meaning and characteristics of problem-based teaching and its identification with similar teaching;in terms of rule of law awareness,the meanings of rule of law,rule of law awareness and rule of law awareness literacy are elaborated.The third part elaborates the necessity of using issue-based teaching to cultivate rule of law awareness literacy among high school students,including the theoretical basis and practical needs.The theoretical basis is construction learning theory,cooperative learning theory,dialogue teaching theory and Marxist epistemology;the practical demand is to deepen the awareness of rule of law,cultivate the belief in rule of law and train high-quality rule of law talents.The fourth part introduces the effectiveness,problems and reasons of issue-based teaching in cultivating rule of law awareness among high school students.Problems exist in an issue setting,an issue context,issue activities,etc.;teachers’ limited ability to use issue teaching,students’ original learning style and learning habits are the reasons why issue-based teaching cannot be carried out.The fifth part elaborates the optimal strategies of issue-based teaching to cultivate the rule of law awareness literacy of high school students,including setting the issues reasonably to strengthen the rule of law awareness;constructing real issue situations with students as the main focus;attaching importance to literacy cultivation and enriching the forms of activities;completing the subject tasks and internalizing the rule of law knowledge.
