Since 2017,provinces and cities that implement the new college entrance examination have taken curriculum standards as the basis for propositions. The consistence between the new college entrance examination papers and the curriculum standards is a common concern of the majorities of scholars. In addition to the consistency analysis of the academic knowledge and academic level examined in the test questions, the core literacy,as a new standard in line with the current quality education concept, should also appear as the key analysis index in the consistency analysis research.Combined with the actual needs of China’s curriculum standards, this study depends on the original Achieve model, build the localization of the core literacy index of Achieve model framework.Based on the improved Achieve model, new college entrance examination chemistry test paper in 2021 and 2022 for Beijing,Hainan,Hebei,Hunan province, which has been implemented the new college entrance examination mode and 2020 edition of “Ordinary High School Chemistry Curriculum standards” were studied as the research object. The results to the front-line teachers and subsequent new college entrance examination proposition work have important reference value.First, based on the literature reviews, the purpose and content of this research were determined.Secondly, according to the needs of China’s educational background and the requirements of curriculum standards, the original Achieve model was improved, core literacy indicators were added, and a new Achieve model with 3 dimensions and 11 indicators was constructed as the consistency analysis and research framework of this study.Third,a detailed analysis of the curriculum standards was made, the academic requirements of each content topic in compulsory courses and elective courses were sorted out.The academic level of learning objectives and test questions were determined by combining SOLO classification theory with Bloom’s taxonomy of educational objectives. The related descriptions of academic quality and core literacy level in the appendix were sorted out to form detailed text rules. The core literacy level was divided based on the SOLO classification theory, and the core literacy level of each learning objective and test question was judged based on the divided core literacy level.Fourth, based on the improved Achieve model, the consistency analysis of 8 sets of test papers and the curriculum standards was carried out combined with the principle of test paper analysis and the results are obtained. Finally, according to the test paper consistency results, the results were analyzed and summarized from the perspective of vertical time and horizontal provinces and cities,it provides reference for the consistency of examination paper system in each province and city, then puts forward research suggestions and insufficient research based on the research results and the problems encountered in the research process. It is found that: From the longitudinal perspective of time,Beijing,Hainan,Hebei,Hunan province’s papers in 2022 for the core literacy content and level than papers in 2021 are more consistent with new curriculum. From the perspective of transverse between patterns,in 2021 execution “3+3” mode of Beijing and Hainan province’s chemical college entrance examination papers in the examination of academic knowledge, core literacy content, test academic level, the overall core literacy level of the set can be more consistent with the curriculum requirements. In 2022,Hebei province and Hunan Province, which implement the “3+1+2” mode, will have the consistency of the balanced setting of the overall academic level and the overall academic level of the examination paper with “3+3” mode in setting the academic level of the examination questions and the overall academic level of the examination papers. But for each test question of academic knowledge and academic level of the micro-design,Beijing and Hainan Province, which implement the “3+3” mode should be more consistent with the curriculum standard.Whether in 2021 or 2022,compared with the Hebei and Hunan volumes of the “3+1+2” new college entrance examination mode, the Beijing and Hainan volumes of the “3+3” new college entrance examination mode can reach more agreement with the curriculum standards on multiple indicators.
