The “Floating” Embedding Of Social Work In Urban Grassroots Governance

Under the background of the party and the state vigorously promoting the modernization of governance level and governance capacity,professional social work is playing an increasingly important role in urban grass-roots governance.On the basis of combing the research on embedding theory and urban grassroots governance theory,this paper conducts a case study on T community in Chifeng City,Inner Mongolia through the analysis method of qualitative research,which enriches the connotation of the embedded development theory of social work,and studies the development of grassroots governance on the basis of case analysis.In order to meet the diversified needs of community services,social work began to participate in the grassroots governance of the community.The purpose is to achieve high-quality development of urban grassroots governance and achieve grassroots governance.The process of grassroots good governance is not accomplished overnight.Through observation and interview in T community,the author finds problems in the process of social work participation in urban grassroots governance: the rights and responsibilities of each subjects are unclear,unclear community orientation in“linkage of five elements in the community”unclear standards of social work embedded in grassroots governance,weak subjectivity of social workers and insufficient professionalism;insufficient internalization of value of local social workers and low recognition of social work in the community as a whole.The implementation of the“five social linkage”policy,and the top-down policy impetus make the community and institutions have the psychology of welcoming inspection.Social workers are lack of professional skills,lack of professional strength,and lack of“voice”in governance.At the same time,the professional value of social work is ignored,and social work and social workers lack corresponding recognition in the grass-roots governance system.In general,the embedding of social work in the governance system is“suspended”,which is the embedded state of“policy suspension”“professional suspension”and“value suspension”.To describe the“suspension”embedding of social work in grassroots governance,and to explore the path from suspension to deep embedding is the core content of this study.In order to realize the embedded development of social work and realize the high-quality development of urban grassroots,the author puts forward the strategy of“deep embedding”corresponding to the“suspension embedding”.Deep embedding is not only an embedded state,but also an embedded strategy.Its action path is to strengthen policy implementation and clarify the role of social workers in grassroots governance,clarify the power of governance subjects and optimize the cooperation path of “ five societies ”,promote the internalization of social workers value and promote the recognition of professional value.In the state of deep embedding,governance subjects interact and promote the construction of relationship harmony;multi-party cooperation produces new community co-governance forces,the embedding of professional value promotes the transformation of all levels of governance.These changes are the embodiment of good governance in urban grassroots communities.For the social work profession,it is also the process of “ embedded development ” of social work,and it is the localization effort of social work embedded.
