Research On The Countermeasures Of Social Work Institutions’ Participation In Urban Community Governance From The Perspective Of Embedding

With the reform and transformation of China’s economy and society,social structure has undergone major changes,social subjects are increasingly diversified,and social governance is facing a new situation.The government-led social governance model is facing new challenges,which needs to be adjusted.The report to the 19 th National Congress of the Communist Party of China proposed to "strengthen the construction of community governance system and give play to the role of social organizations." Professional and non-profit social work organizations stand out and grow rapidly,playing an important role in social affairs.Community governance is a process of consultation and cooperation among multiple subjects,using the ability of each subject to improve the level of governance.The 2021 Government Work Report proposes "developing social work and supporting the growth of social work institutions".Social work institutions play an important role in meeting the diverse service needs of residents and solving social problems.This paper selects organization Y as the research object,starting from the perspective of embedding,with embedding theory,social capital theory as the theoretical basis,From the three dimensions of the perspective of embedding: system embedding,service embedding,relationship embedding;Analyze the current situation and problems of social work institutions embedded in community governance,and put forward a reasonable optimization path.Social work agencies embed themselves in the community through projects,carry out services and achieve good results.The problems are analyzed from the perspective of embedding: the dependence on the government leads to weak independence of institutions and limited scope of participation in community governance;The insufficient capacity of the organization itself leads to the ineffective governance effect;The lack of credibility of institutions leads to the disharmony of political and social relations and the low participation rate of residents.Suggestions were put forward from the government,social work agencies and communities.The government should promote cooperation between government and society;Improve relevant supporting systems and community governance system;Optimize the external environment of social organizations.Social work institutions should broaden funding sources;Strengthening capacity building;We will enhance the credibility of social work institutions.Community should strengthen publicity and guidance,enhance residents’ participation consciousness and ability;We will establish a joint working mechanism to improve community governance.Multi-party cooperation is needed to jointly promote the development of social work institutions,better promote the participation of social work institutions in community governance,and build harmonious and mutual assistance communities.
