The Practical Logic Of Social Work Embedded In Urban Community Cultural Governance

The report to the Party’s 20 th National Congress calls for continuing to improve the social governance system,a system featuring joint contribution,joint governance and shared benefits,and a community of social governance in which everyone has responsibilities,responsibilities and benefits.Among them,the unique social effect of cultural governance plays a pivotal role in promoting the modernization of the governance capacity of the national governance system.At present,Chinese community governance presents a development trend of wisdom and refinement,but the government still plays a leading role,coupled with the systemic and complex nature of community governance,most community residents still show a passive state in participating in community affairs.In this process,community cultural governance,as an important branch of community governance,can bring into play the subtle influence and positive shaping effect of culture,and guide community residents to form values and norms of behavior consciously observed and practiced together,so as to better respond to the current problems of community governance.Social work is introduced into China in the form of "imported products" and takes root in the grassroots society.With its unique professional advantages,social work has become an important driving force for local social governance.In the process of participating in the cultural governance of urban communities,it can continue to show its unique professional charm.Community B in X City has distinct characteristics of cultural governance,fruitful results and certain representativeness,so it is selected as the object of case analysis in this study.This paper discusses the practical logic of social work’s participation in the cultural governance of urban communities from the perspective of embeddedness,analyzes the practical process of social work’s embeddedness in the cultural governance of community B through field participation observation and multiple interviews,and summarizes the action logic of social work’s embeddedness in the cultural governance of community B through the analysis of the three stages of embeddedness in the early,middle and development stages.At the same time,based on the above analysis and the difficulties faced in governance practice,the paper provides suggestions for the path development of social work from "shallow embedding" to "deep embedding" of community cultural governance in the future.The research finds that social work gives play to its professional advantages and functions by taking the practical opportunity of participating in community cultural governance,which has a set of systematic practical logic behind it,which can be summarized as the action logic of relationship embeddedness-structure embeddedness-institution construction,thus forming a relatively obvious effect of community cultural governance.However,in this process,we also face some difficulties and challenges,including the imbalance of interaction in the external environment,the lack of endogenous professional strength in the internal development and the chronic disease of "fragmentation" in the state of cultural governance.On the basis of the above,this study puts forward suggestions on the path development of promoting social work to achieve "deep embeddedness" of urban community cultural governance in the future,which may be considered and improved from the three aspects of interactive development,professional development and integration development,hoping to promote the continuous shaping and long-term operation of the effect of social work deep embeddedness in urban community cultural governance in the future.
