With the gradual deepening of the overall reform of education,the development paradigm of teacher education in the Philippines is changing from static and separate in the past to dynamic and continuous now.In this process,professional standards for teachers play an active role.The Philippines launched the National Competency-based Teacher Standards in 2009.As the implementation of the standards failed to meet the practical needs of the development of teacher education,the Philippines conducted a new round of research,revision and improvement of professional standards for teachers,and introduced the Philippine Professional Standards for Teachers in 2017.The Philippine Professional Standards for Teachers is an integrated framework of professional standards for teachers,which guides the development of teacher education in the Philippines and better meets the practical needs of teacher education development.A comparatively systematic study of the Philippine Professional Standards for Teachers can provide some thinking and inspiration for the improvement of Chinese professional standards for teachers.Taking the Philippine Professional Standards for Teachers as the main research object,this study uses literature research method,historical research method and comparative method to study the development and implementation of the Philippine Professional Standards for Teachers.Firstly,from the historical perspective,the study expounds the background of the development of the Philippine Professional Standards for Teachers,and explains the development and implementation of the National Competency-based Teacher Standards,as well as its existing problems.Secondly,the study expounds the development procedures of the Philippine Professional Standards for Teachers,and the specific content of the standards.Thirdly,the study explores the systematic implementation of the Philippine Professional Standards for Teachers.Fourthly,based on official data and the results of relevant investigation and research,the implementation effect of the Philippine Professional Standards for Teachers in teacher education is analyzed and discussed.Finally,the study compares the Philippine Professional Standards for Teachers with the National Competency-based Teacher Standards,and analyzes the progress of the Philippine Professional Standards for Teachers compared with the National Competency-based Teacher Standards,as well as the shortcomings.The study found that the Philippine Professional Standards for Teachers transcends the National Competency-based Teacher Standards in terms of the development process,the content setting,and the systematic implementation,and better meet the practical needs of the development of teacher education in the Philippines,that is,to promote the integrated development of teacher education and improve the professional quality of teachers under the K-12 basic education reform.In terms of the development process,the Philippine Professional Standards for Teachers is based on evidence-based research,and the development process follows the procedures of scientific research.In terms of the content setting,the language and level of the Philippine Professional Standards for Teachers are more clearly divided into four stages,including beginning,proficient,highly proficient and distinguished,and the content setting of the standards is more practice-oriented.In terms of the systematic implementation,the Philippine Professional Standards for Teachers plays roles of guidance,evaluation and development in pre-service teacher training,entry registration and training of beginning teachers,and post-service teacher professional development,reflecting the concept of "continuum of teacher development".Overall,the Philippine Professional Standards for Teachers promotes the transformation of teacher education to a dynamic and continuous development paradigm by achieving the integration of teacher training objectives,the integration of teacher education curriculum and development programs,and the integration of teacher evaluation systems.In addition,the Philippine Professional Standards for Teachers also has shortcomings,which are mainly manifested as the strong instrumental nature and the weak humanistic nature of the standards,the incomplete implementation of the standards,and the implementation of the standards may increase the non-teaching burden of teachers.Based on the analysis of the study results,the following predictions are made about the future development trend of the Philippine Professional Standards for Teachers.The first prediction is that the content of the standards may be dynamically updated.The second prediction is that the Philippines may build a teacher accreditation system based on the four career stages prescribed in the standards.The third prediction is that the Philippine may establish a implementation supervision system to the standards.The fourth predication is that the Philippines may optimize the standards-based evaluation procedures.
