| With the advent of the information age,information technologies such as the Internet of Things,cloud computing,and big data have gradually been applied to all aspects of social production and life.The emergence of smart government,smart economy,and smart society is driving the transformation of social lifestyles,production methods,and social governance methods.It provides the possibility for the realization of intelligent governance of public sports services,and also provides a new carrier for the effective supply of community public sports services.The support of various national policies provides an important guarantee for the construction of public sports services in smart communities.Nowadays,the construction of smart community sports has gradually stepped on the right track.By creating a smart community public sports service system,it can not only provide smart community residents with a more scientific,convenient and comfortable life,but also more conducive to the realization of smart community public sports services.The precise supply of services will further improve the level of public sports service supply.In the environment of the gradual prevalence of smart communities,this paper adopts the methods of literature,questionnaire,field investigation and other research methods to study how to better deal with the interest relationship and action elements between the supply subjects of public sports services in the smart environment,and how to effectively link the content of public sports services with smart communities.This paper discusses the core concepts and related theories in the smart community,analyzes the current situation and problems of the supply of public sports services in the community,and combines the current situation of the effective supply of public sports services in the smart community,explores the internal logic and coordination mechanism of the effective supply of public sports services in the smart community environment,and then puts forward the mechanism construction of the effective supply of smart community and public sports services,as well as the innovative path of the effective supply mechanism of smart community and public sports services.The specific conclusions are as follows :(1)The smart community is a smart community with comprehensive attributes including technology,management,service and life orientation.The effective supply of public sports services in the smart community refers to the intelligent,information-based and fast community new living space as the foundation,in order to meet the diverse needs of the community residents.The purpose is to give full play to the due value and social value of public sports policies and regulations,organizations,information,funds,facilities,activities,guidance and physical monitoring services,so as to promote the continuous satisfaction of demand and the continuous continuation of supply.(2)The survey results of the analysis of the differences in public sports service needs and satisfaction groups of smart community residents in Nanchang City show that the needs and satisfaction of smart community residents with different demographic characteristics are not the same.Gender,age,education,income level and other factors will affect the public sports service satisfaction of smart community residents,but the demand is not obvious.The needs and satisfaction of public sports services of smart community residents with different physical exercise characteristics are also different.The frequency of exercise will affect the satisfaction and demand of public sports services of smart community residents.The exercise time will only affect the demand of public sports services of smart community residents,while the exercise intensity will not affect the satisfaction and demand of public sports services of smart community residents.(3)The results of a comparative analysis of the demand and satisfaction of public sports services for residents of smart communities in Nanchang show that there is a clear gap between the satisfaction and demand of public sports services for residents of smart communities,which can be reflected in the following two aspects : First,from the overall score of demand and satisfaction,the average score of demand for public sports services for residents of smart communities is significantly higher than the average score of satisfaction;second,from the perspective of the ranking of various dimensions of demand and satisfaction,the demand and satisfaction ranking results of Nanchang smart community residents for public sports services are not consistent.To some extent,it can also show that there is a big deviation between the supply of public sports services and the actual needs of residents in Nanchang smart community.(4)Based on the theoretical perspective of effective supply of public sports services,this paper deeply analyzes the outstanding problems and main reasons of public sports services in Nanchang smart community from the perspective of each subject of public sports services : at the government level,there are mainly imperfect laws and regulations,low implementation effect;capital financing channels are not smooth,the total amount of funds is insufficient;the supervision and guarantee system is not perfect,and the supervision subject is absent;information platform construction is not perfect,poor information exchange and other issues.At the market level,there are mainly unbalanced resource allocation and low efficiency of resource interests;inaccurate demand positioning and insufficient effective supply;problems such as inadequate market supervision and lack of an effective competitive environment;at the organizational level,there are mainly unreasonable organizational structure and insufficient service capacity;talent team is not perfect,lack of professional talents;the problems of single type of organizational guidance and low level of guidance;at the community level,there are mainly unclear supply ideas and insufficient cooperation;the supply mode is unreasonable and the technology application is insufficient;problems such as inadequate information publicity and single means of publicity.(5)On the basis of summarizing the previous expert research,combined with the theoretical system of new public service,network governance and effective supply,the effective supply goal of public sports service in smart community is defined,including grassroots goal,middle level goal and upper level goal.The principle of effective supply of public sports services in smart communities is clarified,including the principle of demand orientation,the principle of overall planning and the principle of coordination and symbiosis.On this basis,taking the needs of smart community residents,the supply of public sports services and the satisfaction of smart community residents as the main line,the collaborative operation mechanism of effective supply of public sports services in smart communities is designed,including decision-making supervision mechanism,interest coordination mechanism,resource input mechanism,multiple cooperation mechanism and social evaluation mechanism.Among them,the decision-making supervision mechanism is the guidance,the interest coordination mechanism is the core,the resource allocation mechanism is the carrier,the multiple cooperation mechanism is the basis,and the social evaluation mechanism is the driving force.(6)Starting from the four aspects of government,market,organization and community,a new path of effective supply of public sports services in smart communities is designed,which is guided by the government to " strengthen leadership," market as the carrier to " standardize management," organization as the basis to " implement responsibility " and community as the link to " innovate ways." Specifically,in terms of the government,it is necessary to strengthen policy support for public sports services,increase investment in public sports services,improve supervision and protection of public sports services,and build a smart platform for public sports services;in terms of market,it is necessary to optimize the allocation of public sports service resources,implement the demand orientation of public sports service and standardize the market environment of public sports service;in terms of organization,it is necessary to improve the public sports service organization,absorb public sports service professionals,and strengthen the classification guidance of public sports services;in the community,it is necessary to reshape the concept of public sports service governance,innovate the supply mode of public sports service and increase the publicity of public sports service. |
