Research On The Supply Mechanism Of Rural Public Sports Services

Rural public sports service as an important part of rural public service, to a certain extent, represents the degree of civilization of a country and the rural modernization. At the same time, to provide farmers a good public sports services, is also a necessary for building a socialist new countryside. However, the differences in government spending of public resources which caused by the long-term urban-rural dual structure, led to the opportunities, results and the choices which the vast number of farmers in the field of public sports service enjoyed less than urban residents. Therefore, the introduction of a variety of effective mechanism in rural public sports service and expand the supply side, has far reaching significance.This paper focuses on the theoretical research and puts the public economic and public management as the main perspective. Benefited from the domestic and international achievements of academic ideas and theories, we build the supply selection mechanism and method of rural public sports service. Finally, according to the results of the theoretical studies to design a supply system, which adapt to the current practice of China’s rural public sports service needs.For a long time, the supply of rural public sports service is normally provided by local government functional departments, which led to a serious phenomenon of government failure. There are many reasons, including the supply will of government is not strong, decision-making mechanism is wrong and the financial authority and power are not homogeneous. Even so, the government supply is still the most basic provision mechanism. Therefore, improving the existing government supply of rural public sports service, increasing the intensity of supply, and regulating their responsibility, are the most important.Since the government failure, the property of quasi-public goods of rural public sports service and the development of market economy, the market began to gradually involve the field of rural public sports services. However, because the lack of market development and the unique social environment in rural area, the use of market mechanism in rural public sports service is more different than urban.In the supply of rural public sports service, although the forces of the government and the market can not be ignored, but apart from two main parts, there still exist other way, which called autonomous supply. The third sector supply, community supply and voluntary supply are included in this way.Because constrained by the traditional path-dependence, the institutional local defects or deficiencies are inevitable. However, innovative mechanism can effectively compensate for this deficiency. At present, shortage of funds and resources are the biggest obstacle, which restricted the supply of rural public sports service. But through the successful operation of the relationships by rural elites can effectively solve this problem. This is why put the relational capita] in rural areas as a force to supply rural public sports service.Under these conditions which shortage of funds, lack of resources, and lack of policy supports, how to achieve an innovative and diversified rural public sports service is important. We should mobilize all social subjects and available elements to help achieve this goal. Meanwhile, the equally important is to play the role of different mechanisms. In summary, building a multi-center supply mechanism of the rural public sports service is an actively exploration in this paper.
