Research On Cooperative Supply Of Public Sports Services From The Perspective Of Network Governance

The public's pursuit of health is the universal concept of happiness and mainstream value trend in the development of human things,the development of public sports is related to the guarantee of national people's livelihood,a sound and perfect public sports service system is the key foundation for realizing national rejuvenation,in order to better meet the growing needs of the public for multiple sports and fitness,it is necessary to resolve the problems of "efficiency" and "fairness" in the field of public sports services as far as possible,expand and improve the spatial dimension and content quality of public sports service supply,focusing on "synergy" functional roles to increase cooperation between public sports service supply entities,optimize the allocation of public sports resources,eliminate the "fragmentation" phenomenon of public sports service supply,prevent the "involution" effect of multiple coordinated supply operations,based on this,it is proposed to build an innovative model of collaborative supply of public sports services from the perspective of networked governance,while seeking to explore the inherent operating rules of the collaborative supply mechanism,and restructure the theoretical system and practice path to promote the healthy and sustainable development of the public sports service system.This research will take the people as the center as the value orientation of the supply of public sports services,theoretical foundations supported by research on new public service theory,public governance theory,institutional change theory,synergy theory,and pluralistic welfare theory,taking the network governance as the index main line of the research,the multi-dimensional logic of the collaborative supply and operation of public sports services is analyzed and discussed,combined with the historical changes of the public sports service supply and the current actual situation,looking for the development ideas of the public sports service collaborative supply,indepth excavation of the influencing factors and implementation mechanism of the coordinated supply model of public sports services,the concepts of cooperation and interaction,equality and mutual benefit,trust and mutual assistance,responsibility and mutual benefit and harmonious symbiosis emphasized by network governance are embedded in the mechanism operation of collaborative supply of public sports services,build a "self-organizing" elastic network of collaborative supply,and give full play to the utility mechanisms such as collaborative rules,collaborative consciousness,collaborative environment,coordinated relationship,collaborative value and the like,innovate the ideas and development strategies for the collaborative supply of public sports services.The main content of the thesis has the following modules:First of all,the research defines the related concepts such as network governance,public sports organizations at the same level and in the same territory,to effectively improve the efficiency of the supply of public sports services.At the same time,it summarizes and clarifies related research content on public service network governance,public sports service supply,and public service collaborative innovation at home and abroad.For another,the research explores the evolution content and changes process of the supply mechanism of public sports services in China from many angles,It is considered that the management reform of administrative system,the rapid operation of economic level,the development and growth of social organizations and the growing fitness demand of the people are the main driving forces for the evolution of public sports services,it is considered that the sports services under networked governance,explore the relevant network field of the collaborative supply model from the generation logic of the structure,the core factors of the mechanism and the boundary venation dimension of the subject,organizational structure and planning design of collaborative supply of public sports services under network governance,the key elements of collaborative supply model can be defined in the following five areas: collaborative responsibility norms and power and responsibility regulations,collaborative subjective initiative and goal development consciousness,collaborative factor endowment and objective resource environment,collaborative trust and dependence,collaborative coupling benefits and acquired value.Subsequently,the index system model of collaborative supply of public sports services under network governance is studied and constructed,the framework of the index system is formed by 5 first-level indicators and 22 second-level indicators,and its effectiveness is explained and analyzed from four aspects: motivation guidance,organization and coordination,supervision and evaluation,and decision execution,then use Shanghai as an example to carry out empirical research and use the analytic hierarchy process to obtain the weight score of each indicator,the fuzzy comprehensive evaluation method and the gray evaluation method of the triangular whitening function were used to calculate the scores as 60.17398 and 3.0832,the analysis and judgment of the coordinated supply of public sports services in Shanghai were average and intermediate level.In the end,the research proposes an innovative development path for the collaborative supply of public sports services based on the basic theoretical category of networked governance,and establishes a flexible network innovation structure with clear powers and responsibilities,equal cooperation,mutual assistance and reciprocity under the background of networked governance.It offers the main working ideas of collaborative supply respectively from the five aspects of collaborative management rules,motivation awareness,resource environment,organizational relations,and multiple values.Besides,with the dimensions of communication and trust,responsibilities and standard,information and resources,collaboration and choice,supervision and evaluation and so on as the main points,comprehensive innovation and upgrade of the network organization structure of co-governance should be committed to promote the long-term development of coordinated supply of public sports services.
