Research On The Role Of Village Cadres And The Governance Of Rural Relative Poverty

In 2020,China successfully completed the task of poverty alleviation and historically solved the problem of absolute poverty.At the Fifth Plenary Session of the 19 th Central Committee in 2021,it will be proposed to establish a mechanism to support low-income rural population and underdeveloped areas,so as to achieve common prosperity by 2023.It has become an important task to promote rural governance in the new era to establish a support mechanism for low-income groups and gradually resolve the problem of relative poverty in rural areas.Village cadres are the "practitioners" and "guides" of rural work.They both play the role of national agents and village family members,and play an important role in the governance of rural relative poverty.In the actual governance process,the dual roles will be presented to different degrees due to the different internal and external environment of the village.Different roles for different types of village cadres,and thus have different impacts on the governance of rural relative poverty.The types of village cadres are not fixed,but will change with the changes in internal and external environment.The role of village cadres has changed in the process of relative poverty governance,which also makes the practice of rural relative poverty governance turn to a certain extent and reshape the pattern of relative poverty governance.This study takes the role of rural cadres in relative poverty governance in Zhejiang,Hunan and Shaanxi provinces as the entry point,explores the role types of village cadres in different rural relative poverty governance environments,analyzes the internal and external factors that affect the role types of village cadres,and on this basis analyzes the pattern of village relative poverty governance under the influence of village cadres and its practical turn.The role of village cadres and the governance pattern of rural relative poverty affects each other.The role of village cadres as the "head family" in the governance of village relative poverty affects the governance subject composition,governance mechanism and governance effect in the process of rural relative poverty governance.The role of village cadres as "agents" affect the construction of a national governance system and governance capacity as well as the process of rural modernization governance.This research mainly consists of four aspects: 1.Research on the transformation of rural poverty and the practical differentiation of relative poverty governance at the present stage.Firstly,it analyzes the rural poverty problem at the present stage and clarifies the connotation of poverty,the subject of poverty,the causes of poverty and the changes of the development of poverty at the present stage.Then it explains the practice differentiation in the process of relative poverty management at the present stage.At present,different rural relative poverty governance practices are differentiated,including the differentiation of governance tasks and governance paths.2.Discuss generation logic and type division of village cadres’ role in relative poverty governance.From the static structure,village cadres have dual roles,but in the governance practice,the influence of standardization and initiative behind the dual roles on their behaviors is different.From the weak standardization and initiative,one is stronger and the other is weaker.Village cadres are divided into self-interested coping type,passive response type,active acting type and development and construction type.Each type of village cadres has its special generation logic.3.Based on the role classification of village cadres,this paper analyzes the role transformation of village cadres in the period of relative poverty governance in Zhejiang,Hunan and Shaanxi provinces,and further analyzes the internal and external factors that lead to the role transformation of village cadres in the period of relative poverty governance.4.On the basis of the role analysis of village cadres,the paper discusses the practice pattern of relative poverty governance.Village cadres are the leaders of rural relative poverty governance,and the role of village cadres directly affects the pattern of village relative poverty governance.Different role types of village cadres correspond to different patterns of relative poverty governance.When the role of village cadres changes,the main body,mechanism and effect of village relative poverty governance will also change,that is,the practice of rural relative poverty governance will change.Thus forming a new rural relative poverty governance pattern.Relative poverty governance is of great significance to the realization of common prosperity and the modernization of rural governance.Village cadres,as the leaders of the country in promoting rural modernization,play an important role in the governance of rural relative poverty.Therefore,on the basis of standardizing village cadres to a certain extent,the initiative and enthusiasm of village cadres should be given full play to make them serve for the development of the village.Participate in the modernization of the country.
