Study On Rural Anti-poverty From The Perspective Of Community Governance

Poverty is a social phenomenon that has existed since the emergence of human society.At the same time,humankind is also making unremitting efforts to get rid of poverty.Since the founding of New China,development-oriented poverty has always been a top priority for government work.Especially in rural areas,whether it is the top-level design of the government or the development of the rural community itself,it has always been inseparable from the focus of getting rid of poverty and become better off.In order to better solve the problem of poverty,China has put forward the concept of “take targeted measures to help people lift themselves out of poverty”.Through accurate identification,precise management,and precise withdrawal,we have further improved the targeting accuracy of poor people and thus increased the efficiency of anti-poverty.However,we must also see that the poverty problem exists in the community governance structure.The solution to the poverty problem will inevitably be affected by the community governance.Therefore,in the new era,anti-poverty in rural areas should constantly improve the community governance mechanism so as to promote rural anti-poverty,not only focus on the improvement of development-oriented poverty technology,but also pay attention to the current situation of rural community governance and its restriction or promotion of antipoverty in rural areas.Through the combing and analysis of relevant documents,the concepts of poverty,antipoverty,and community governance are defined,and the evolution of rural poverty alleviation policies in China is sorted out.Then,the case of L village in Shanxi Province was selected to introduce the basic conditions of their village conditions and the basic process of anti-poverty.Based on the perspective of community governance,and analyzing the L village's anti-poverty practice from three perspectives: multi-subjects,citizenship capabilities,and governance systems,It is believed that there are problems of the imbalance of governance,lack of citizenship,and system failure.in the anti-poverty practice of L village.However,The antipoverty achievement in L village is outstanding.by comparing with some villages whose antipoverty development is slow.It is believed that the leading role of rural elites in L village,the assistance of rural cadres in poverty alleviation,and the effective cooperation between the two are important factors in promoting the development of poverty alleviation in L villages.Finally,according to the theory of community governance,three countermeasures are proposed: achieve positive interaction among multiple entities,reinforce the institutional foundation for antipoverty,and cultivate the citizenship of the villagers.This proposed a more comprehensive solution to the development of anti-poverty in rural areas.
