A Research Of The Evolution Of College Entrance Examination Policy(1977-2022)

The college entrance examination is one of the important examination systems in China,and its reform content has always been a hot topic in various fields.This paper takes the changes of the college entrance examination policy since the resumption of the college entrance examination system in 1977 as the research object,explores the process of the college entrance examination policy formulation with the help of the multi-stream theory,and on this basis,analyzes the content characteristics presented in the process of the college entrance examination policy reform,and analyzes the reasons and process of the college entrance examination policy formulation in China.This paper mainly analyzes from the following three aspects : The first part is the concept definition and theoretical basis.This paper introduces the theoretical basis of the research-multi-source flow theory,defines the concept,and discusses the feasibility of citing the multi-source flow analysis framework in the process of analyzing the college entrance examination policy.The second part is the course analysis.Vertically,it analyzes the evolution of the college entrance examination policy from 1977 to 2022.Horizontally,based on policy texts such as subject setting policy,provincial proposition policy,independent enrollment policy,and student admission policy,the characteristics of examination subjects,examination content,examination form,and admission methods are explored.The third part is based on the multi-stream theory as the analysis framework,and the problem source,policy source,political source,and policy window as the context to conduct a comprehensive investigation of the process of the formulation of China ’s college entrance examination policy,and further demonstrate the multi-stream theoretical framework.The explanatory power of the college entrance examination policy system.The source of the problem includes three aspects : the change of the index,the occurrence of the focus event,the feedback of the project;the policy origin includes four aspects :government officials,experts and scholars,public opinion representatives and the people;the political origin is analyzed from two parts : national sentiment and governing philosophy.Finally,the window of policy is opened,and the three streams can converge to promote the reform and development of the college entrance examination policy.Finally,through the study of the change process of the college entrance examination policy since 1977,it also enlightens the formulation process of the college entrance examination policy in China.First of all,the source of the problem is the first step in carrying out policy change activities,focusing on the source of the problem and promoting the problem to rise to the policy agenda;secondly,we should pay attention to the suggestions and propositions put forward by the policy source,and select the optimal scheme from them;finally,with the help of the dominant force of political origin,we should seize the opportunity of the " policy window " to promote the policy into the decision-making process.
