With the continuous development of early childhood development and scientific research in education,people have gradually realized the importance of early education,and many countries have successively issued and improved policies and regulations on childcare services.With the implementation of China's fertility policy,the problem of imbalance between the supply and demand of care for infants and children aged 0-3 has been exposed to the public.The 19th National Congress of the Chinese Communist Party has raised the issue of childcare,which has made the childcare service attract more attention and heated discussion from all walks of life.Looking back on the tortuous history of the changes in childcare service policies,we can see that in the process,the wisdom of numerous government officials and experts and scholars has gathered.Through the exploration and repetition of many theories and practices,we have responded to different historical periods.Difficulties and challenges.This article attempts to use the multi-source theory to analyze the reasons for the changes in China 's 0-3 year old childcare policy,so as to find the main driving factors that promote the development of China's childcare policy.This article collects relevant literature and information,and starts from the research on the policy reform process of childcare services.It adopts scientific research methods such as historical analysis,policy text analysis,literature method and comparative method to study the knowledge and multi-source theory in the field of preschool education.Combining the framework,starting from the three dimensions of problem source,policy source,and political source,the specific performance,problems encountered,and policy windows of 0-3 year-old infant and child care service policies in China since the founding of the People's Republic of China have been opened successfully.The process is studied and explained in detail to provide a new perspective for the improvement of childcare policy.The research found that the source of the problem was mainly composed of changes in the index of the childcare institutions,the number of children entering the kindergarten and the new population,the focus of incidents of child abuse and the chaos in the institutions,and formal and informal feedback from various channels.Policy sources include policy suggestions from policy communities including government officials,experts and scholars,policy entrepreneurs' softening activities such as launching articles,proposals and special research seminars,and accumulation of the effects of local and central government policy implementation.Political origin refers to changes in the ideas of the ruling party and national sentiment.The three streams continue to develop,interacting with each other and interacting with each other.Eventually,the three streams are coupled,and General Secretary Xi 's proposal of "youth and childbearing" can serve as an important sign of the successful coupling of the three.This analysis analyzes the optimization path of China's childcare service policies and regulations under the multi-source theory:lock in the source of problems and expand the source of information;clarify the source of policies and choose the appropriate method;leverage political sources and optimize the environment of public opinion,so as to jointly promote the public Provide reference for the development of childcare services.
