A Research Of The Evolution Of The Bullying Prevention Policy Of China’s Campus-based On Multiple-streams Theory

The problem of bullying on campus has been a long time in China,but it has not been paid attention to by the society.In the early days,people only regard this phenomenon as a child-child harassment,and did not notice the harm.Until the frequent occurrence of bullying in recent years,the public realized that this problem should be carefully dealt with and the government has begun to explore policies.It was not until 2017 when the comprehensive treatment plan for strengthening bullying among primary and secondary school students was issued that the concept of "campus bullying prevention" was first written into the policy document as the main policy objective,which indicates that China has a relatively complete policy on dealing with this problem.Based on multiple-streams theory,this paper analyzes the process of the change of campus bullying prevention policy in China,deeply analyzes the mechanism behind campus bullying prevention policy,and obtains the model of the policy.At the same time,based on the change of campus bullying prevention policy,combined with China’s political situation and the development of network technology,this paper attempts to revise the multiple-streams theory more in line with the current background of the times.Through the analysis,it is found that in the process of the change of the campus bullying prevention policy,the relevant indicators highlighting the severe bullying problem,the current policy with poor feedback effect,and the focus events causing widespread concern have formed the stream of the problem.The policy proposition of policy community,the policy softening of policy entrepreneurs and the positive feedback of special governance actions promote the maturity of policy stream.The strong national sentiment and the changing concept of the ruling party constitute the political stream.The three streams develop continuously,influence each other,and finally achieve integration and intersection.Premier Li Keqiang’s affirmative speech on the establishment of school bullying prevention and control policy can be seen as a sign of the opening of "policy window".Finally,the integration of the three sources promotes the change of campus bullying prevention policy.However,compared with the traditional multiple-streams model,China’s policy agenda in the specific political situation shows three major differences,including: the dominant position of political sources,the interaction between the three sources,and the change of the role of policy entrepreneurs.At the same time,network technology also promotes the development of the three sources,and provides a new tool and platform for them to play a role in the policy agenda.
