Sports is a symbol of the country’s comprehensive strength and a window of national rejuvenation.The 20 th Party Congress clearly put forward: "to promote the great rejuvenation of the Chinese nation in a comprehensive manner with Chinese modernization".As a key project of China’s sports reform and development,the soccer project has introduced a series of policies to guide the healthy development of the league,from "professionalization reform" to "promoting the modernization and governance of the professional soccer league".Policy is the guide and guarantee for the development of professional soccer league,and it is also an important aspect of the modernized governance of the league,so the observation and analysis of the development of professional soccer league from policy changes has a realistic point.Based on this,this paper takes the policy evolution of Chinese professional league as the research theme and "policy quantity-policy text-policy effect" as the analysis framework,divides the policy evolution of Chinese professional league into three stages: the budding stage of professional league,the A-League stage and the Chinese Super League stage,and systematically composes the policy text,explores the history,stage characteristics and laws of the policy evolution of Chinese professional league,in order to provide reference for the policy optimization and modernization governance of Chinese professional league.Based on the actual development of Chinese soccer professional league,combined with the historical nodes of policy formulation,literature method,content analysis method,mathematical and statistical method and logical analysis method are used to conduct an in-depth study on the policy evolution of Chinese soccer professional league,the results show that:(1)During the A-League stage,administrative policies dominated and focused on club system reform;during the CSL stage,the separation of government and enterprises and the separation of management and administration began to push the policies to market mechanisms.From "crossing the river by touching the stones" to "letting go of the market",the policy changes are basically consistent with the law of China’s market economy development.(2)In the process of policy formulation for China’s professional soccer league,the policy subjects have moved from single to diversified,gradually forming a synergistic mechanism with multi-sectoral participation,which is conducive to scientific and rational decision-making as well as improving the level of modern governance.(3)The average annual number of policies in the A-League is less than that in the CSL,which reflects the stage characteristics of the development of Chinese professional soccer league and the complexity of reform.As the reform enters the "deep water" area,structural problems have emerged,resulting in more policies being promulgated,but the effect of the policies has not reached the expected goal,and the interests of market players have diluted the national will,even deviating from the original purpose of the soccer professionalization reform.(4)The evolution of Chinese soccer league policy has failed to achieve the "non-Pareto effect",and institutional changes have not maximized benefits and been widely conferred.Frequent changes in foreign aid policy undermine the continuity of the policy.Although the neutralization of club names is beneficial to the long-term development of the league,it ignores the wishes of market players. |
