As the carrier of knowledge and information,talents have become the core driving force for the sustainable development of science and technology,economy and society.In order to develop the regional economy,it is necessary to introduce a large number of talents and provide intellectual support for high-quality development to be in a leading position in the fierce competition.In recent years,more efforts have been made to introduce talents.The battle for talents has become increasingly fierce.Xiangyang City,as a sub-central city in Hubei Province,is in a critical period of industrial transformation and upgrading.In order to make sure the quality and development of the talents,Xiangyang City has successively introduced a series of preferential policies for talent introduction.However,the current talent introduction in Xiangyang City is still of no obvious advantage in the increasingly fierce regional competition.Thus,the study on current situation of talent introduction work in Xiangyang City becomes extremely significant;it could not just provide reference for the local government to formulate policies on talent introduction,but is of certain guidance significance for the related departments to carry on talent introduction.This thesis mainly focused on domestic and foreign research trends and practical progress in three aspects,including the factors affecting talent flow,problems existing in talent introduction and countermeasures of talent introduction.On this basis,this thesis made a concept definition on talent and talent flow,talent recruitment and talent introduction and talent policies,and made a further analysis on theoretical basis related to talent introduction through the elaboration for theory of talent flow as well as talent aggregation theory.This thesis uses the data analysis and research interviews to systematically review the personnel policies and recruitment activities of “Smart Xiangyang” in Xiangyang City from 2004 until now.It is found that there are still some problems in Xiangyang City,such as uneven distribution of high-level talents,imperfect policy system of talent introduction,imperfect working mechanism and unclear positioning of talent recruitment.The main causes of these problems are: Xiangyang is not attractive enough to the talents,it provides low salary and welfare,industrial park services are not in place,and talent cultivation is not enough.How to solve these talent introduction issues and explore the talent introduction model that conforms to Xiangyang's current situation? Above is the topic that this thesis discusses about.Finally,the thesis puts forward some countermeasures and suggestions to improve the talent introduction.First,it needs to optimize the talent policy system from the four aspects: scientific policy formulation,highlighting local characteristics in policy,improving policy evaluation mechanism,and strengthening the precise promotion of policies.Second,it needs to integrate the talents who are scattered in the organizations,human society,science and technology,education,economics,investment,foreign affairs and other departments,and set up a recruitment bureau to promote the introduction of talents.This includes creating a “one-stop” service platform,publishing a catalogue of urgent needs for talents,and building a talent information database.Finally,it put forward the opinion to grasp the opportunity for talents to return to the third-and fourth-tier cities,and implement the "talent return" project.Through emotional appeal and policy guidance,it will open up a "green channel" to create a development environment for attracting talents and introduce a group of professional and technical talents,enterprise management talents,overseas students,outstanding graduates of colleges and universities,and skilled personnel of migrant workers to achieve a win-win outcome between both personal career and regional economy. |
