Strengthening basic research is an urgent requirement for achieving self-reliance in high-level science and technology,and is the only way to build a world science and technology power.Basic research has a strong positive externality,and its original knowledge achievements and trained researchers can benefit the whole society,so the financial funds invested by the state are particularly critical.Building a scientific and reasonable evaluation index system and evaluating the performance of basic research financial funds can effectively supervise the use process of funds,which is conducive to promoting the reasonable and efficient use of funds and generating greater benefits.However,due to the late implementation of the practice,China’s research on the performance evaluation index system of basic research financial funds is still in the stage of exploration and improvement,and the number of targeted results and data is small,and there are problems such as inadequate understanding of the policy-oriented role of funds,neglect of the management of capital allocation,and the design of evaluation indicators is not comprehensive and reasonable.Therefore,it is of great significance to optimize and apply the performance evaluation index system for basic research financial funds.This thesis firstly composes and reviews the relevant research results of scholars at home and abroad,and summarizes the relevant concepts and theories,so as to lay the foundation for the case study later.Secondly,takes the National Natural Science Foundation Projects of F University,which is a representative of the basic research financial funds,as an example to analyze their performance evaluation status and find out the shortcomings of their current performance evaluation index system.Then,based on the theory of basic research serving the national goal,the performance evaluation index system of the National Natural Science Foundation Projects of F University is optimized and designed,and the weight of each index is determined by the analytic hierarchy process.Thirdly,the optimized performance evaluation index system is used to analyze the completion of various indicators of the National Natural Science Foundation Projects of F University,and the fuzzy comprehensive evaluation method is introduced to obtain the overall performance evaluation results.Finally,targeted improvement methods are discussed for the problems exposed by the evaluation results,and research conclusions and insights are drawn on the basis of a review of the entire thesis,prospects for future research are provided.The main conclusions of this thesis are as follows: First,combined with the characteristics of basic research,it is pointed out that the current performance evaluation index system of the National Natural Science Foundation Projects of F University has problems such as incomplete and general indicators,more qualitative indicators that are difficult to quantify,and the setting of indicator weights is not rigorous enough.Secondly,referring to the provisions of relevant policy documents and funds management measures,we optimized and designed the performance evaluation index system of the National Natural Science Foundation Projects of F University,which is composed of three first-level indicators,13 second-level indicators and 37 third-level indicators,including process,output and benefit.Third,the comprehensive performance score of the National Natural Science Foundation Projects of F University calculated by using the optimized indicator system belongs to the "good" grade,which shows that F University has used the funds properly and has produced relatively ideal results and effects,but there are still some aspects to be improved.The main contributions of this thesis are as follows: First,basic research has the characteristics of exploration,uncertainty,and long periodicity.At present,there are few research results on the performance evaluation of financial funds for basic research.The National Natural Science Foundation Projects of university are selected for case study,which further enriches the research content of financial funds performance evaluation.Second,in accordance with the provisions of the national policy documents issued for basic research projects,and in innovative combination with the theory of basic research serving the national objectives,we have optimized and designed a more scientific and reasonable performance evaluation index system,fully reflecting the characteristics of basic research and the policy guidance of financial funds,which can also provide valuable reference for other units to carry out the performance evaluation of basic research financial funds.
