The Suggestions of the CPC Central Committee on Formulating the 13 th Five Year Plan for National Economic and Social Development adopted at the Fifth Plenary Session of the 18 th National Congress of the Communist Party of China clearly pointed out that we should accelerate the construction of a manufacturing power and implement the Made in China 2025.In 2017,the report of the 19 th National Congress of the Communist Party of China pointed out that we should accelerate the construction of a strong manufacturing country and the development of advanced manufacturing industries.Entering a new era,facing new situations,changes,and markets,the demand structure for talents in the entire society has also undergone changes,and the demand for skilled talents in various industries is also increasing.As the basic stage of cultivating skilled talents,secondary vocational education in China has been continuously tilted towards secondary vocational education in recent years,and the corresponding expansion speed of secondary vocational schools is also faster than that of ordinary high schools.On February 13,2019,the State Council passed and issued the "National Vocational Education Reform Implementation Plan",which stated that "optimizing the education structure,taking the development of vocational education as an important foundation for popularizing high school education and building a Chinese characteristic vocational education system,and maintaining a roughly equal vocational education ratio at the high school level.Therefore,how to cultivate skilled talents that meet social needs in secondary vocational schools is one of the important issues that urgently need to be solved in China.This study takes secondary vocational schools in the Xing’an League region as the research object,based on the theories of cooperative education and human resources,and adopts literature research,questionnaire survey,and interview methods to study the cultivation of skilled talents in Xing’an League secondary vocational schools.Based on extensive reading of relevant literature on secondary vocational schools and skilled talent cultivation both domestically and internationally,familiarize oneself with the current situation of skilled talent cultivation in secondary vocational schools both domestically and internationally.A reasonable survey questionnaire and interview outline were designed to conduct research on issues related to talent cultivation in Xing’an League secondary vocational schools,including education,teaching staff,professional settings,practical training bases,student enrollment,employment,and school enterprise cooperation.Thoroughly and meticulously analyze the research data to identify the problems and causes of cultivating skilled talents in Xing’an League secondary vocational schools.Propose countermeasures and suggestions at the government,enterprise,and school levels for the cultivation of skilled talents in secondary vocational schools.At the government level,it is necessary to strengthen policy guidance and support,increase capital investment and guarantee,and improve relevant laws and regulations and incentive guarantee systems;At the enterprise level,it is necessary to mobilize the enthusiasm for talent cultivation,promote deep integration of school enterprise cooperation,and strengthen enterprise promotion efforts;At the school level,it is necessary to scientifically establish training objectives guided by market demand,coordinate resources to create a good training environment,strengthen the training of teaching staff,and increase publicity efforts to establish a good image.
