Postgraduate education is at the top of China’s education system and can serve as a "booster" for the strategic construction of a strong talent country.It is the backbone of promoting the connotative development of higher education in China.In recent years,postgraduate education has made remarkable achievements in talent training along the basic task and main line of "cultivating talents by virtue and cultivating talents by casting souls".However,it is difficult to break the shackles of "five factors" in the evaluation of education work with "effectiveness" as the core.Under this background,how to establish a supervision and evaluation mechanism with improvement and feedback as the important role is the key to promote the quality of postgraduate education.Therefore,based on the CIPP model of "improvement oriented",this paper constructs the CIPP Evaluation System of Postgraduate Education,which not only provides tool support and practical experience for the implementation of multi-participation evaluation of postgraduate education,but also tries to apply the theories of developmental education evaluation and CIPP model to solve practical problems of college education.In this paper,based on the literature research on the process and effectiveness evaluation of postgraduate education,the analysis of the results of questionnaires and interviews of postgraduate students,combined with the CIPP evaluation model proposed by Stufflebeam,the four-dimensional evaluation structure of postgraduate education was constructed.On the basis of this research,Delphi expert consultation method was used to screen indicators,and a CIPP evaluation index system for postgraduate education was formed,consisting of four first-level indicators,including background evaluation,input evaluation,process evaluation and effect evaluation,14 second-level indicators,such as "political environment",and 33third-level indicators,such as "adhering to the socialist school-running direction".Through the second round of expert consultation,the evaluation results of the importance of each level of indicators were obtained,and the weights of each level of indicators were finally determined by the analytic hierarchy process.In order to verify the operability and objective feedback of the evaluation index,this paper selects three case colleges and universities of different levels and types in Shaanxi Province,A,B and C,respectively through multi-subject scoring and fuzzy comprehensive evaluation method to conduct a comparative analysis on the effect of cultivating virtues and talents in postgraduate education.The results show that the overall evaluation scores of the three universities are in the range of "good".Based on the above research process,the conclusion drawn is as follows: Firstly,the CIPP evaluation system for graduate moral education is scientifically reasonable.According to the evaluation,we can see that the work of "building morality and cultivating people" for graduate education,which has moved from the "quantity growth" stage to the "quality improvement" stage,has achieved initial results.The evaluation results of the effect of the case university graduate education are good,but due to the restrictive conditions such as the school level and College and university rankings,their scores are different.Secondly,the common issues in the process of cultivating moral character and cultivating talents for graduate students are more prominent.According to the feedback of the analysis results,there is insufficient connection between the education goals and institutional construction of graduate education and the "cultivation of morality and talent";Insufficient guarantee of resources such as funds and teachers;The effectiveness of teachers and curriculum education needs to be strengthened;There are practical problems that urgently need to be solved,such as the unclear display of the moral function of graduate students.Finally,the driving force mechanism of collaboration and self-discipline is a strong guarantee for improving the effectiveness of graduate education in moral education.Therefore,a targeted approach has been proposed to create a "three comprehensive education" pattern for graduate students in universities,with "student development as the center";Enhance the collaborative ability of graduate teachers in educating students through systematic training on teacher ethics,professional competence,and educational awareness;Promote the integration of ideological and political courses and curriculum ideological and political collaboration through the construction of a "deep learning" mechanism;Strategies and suggestions for further improving the quality of graduate education in moral education,such as shaping a culture of self reflection and promoting the endogenous vitality of individual development.
