| Since the 19th National Congress,the party and the state have increasingly emphasized the "sense of gain",and the level of the people’s sense of gain directly affects the effectiveness of reform and development.In the stage of preschool education,running preschool education with high quality and enhancing the people’s sense of gain of preschool education are the values and practical goals of the government’s education reform.Based on this,as an important measure of the public service supply reform of Shenzhen deep preschool education,the effectiveness of the educational services provided by this type of kindergarten for the people and whether it meets the needs of the people for preschool education can be judged by the sense of gain of the service objects.Therefore,this study took the parents of "Private-toPublic" kindergartens as the main research objects to explore the level of acquisition and the influence effect of the parent group.Based on the synthesis of the existing achievements of predecessors,this paper constructs the quantitative evaluation dimension of parent education service acquisition in "Private-to-Public" kindergartens from the perspective of new public service theory,refers to the framework of 4As education system,compiles a questionnaire,and designs an interview outline.Through empirical research,parents of "Private-to-Public" kindergartens in Longhua District,Shenzhen were taken as the research objects,and the parents of 6 "Private-to-Public" kindergartens were investigated.The questionnaire survey data was used to measure the sense of access to parents’ education services in "Private-to-Public" kindergartens through factor analysis of structural equation model,and then the MIMIC model was used to analyze the impact of guaranteed education services,developmental education services and demographic characteristics on the level of parents’ sense of acquisition,and according to the research conclusions,policy suggestions were put forward to optimize the supply of education services and improve the level of parents’ sense of acquisition.The study finds that: first,among the four dimensions reflecting the sense of gain,parents of "Private-to-Public" kindergartens have the highest evaluation of inclusiveness and the lowest evaluation of convenience.Second,the overall level of parents’ sense of gain in "Private-to-Public" kindergartens is moderately high,and the level of sense of gain is slightly different between different groups.Third,there is still a gap in kindergarten education services,and both types of education services have a significant positive impact on parents’ sense of gain,among which developmental education services have a greater impact on their sense of acquisition.Fourth,among the six demographic variables of age,education,occupation,income,household registration,and number of children,the three factors of education,income,and household registration have a significant impact on parents’ sense of gain.Based on statistical analysis,it is found that there are the following problems in the current "Private-to-Public" kindergarten education services: first,the degree of convenience is low in the four dimensions reflecting the sense of gain,second,the gap in the supply of guaranteed education services still exists,third,the imbalance of the supply structure of developmental education services,and fourth,the sense of gain varies significantly among different groups.This study not only provides a reference for understanding parents’ sense of gain,but also provides a new empirical analysis for further clarifying the impact of educational services on parents’ sense of gain.Based on the research conclusions and existing problems,this paper puts forward the policy implications of optimizing educational services and improving parents’ sense of gain in the future,including: focusing on the dimension of low parental sense of gain and improving the convenience of educational services;Increase the supply of guaranteed education services to meet the needs and interests of parents;Optimize the supply structure of developmental education services and practice the "people-oriented" supply concept;Improve the evaluation and supervision mechanism of education services,and narrow the group disparities in the sense of gain.In the future,the theory and practice of public services for "Private-to-Public" kindergartens and preschool education should not only consider how to expand the scale and improve the quality,but also pay attention to the sense of acquisition of education-related subjects. |
