As a key competency of high school ideology and politics,public participation is to cultivate the ability of high school students to communicate,cooperate,consult and solve problems and help them accumulate experience in the democratic election,management,decision and supervision through social activities.By participating in social public affairs,high school students can learn about the means and ways of participating in social affairs orderly and experience the happiness of being the masters of the country,thus enhancing their sense of responsibility and mission as masters.In the context that ideological and political courses in universities,secondary and primary schools are integrated,it is of great significance for cultivating and improving the public participation competency of high school students to adhere to the political and value-leading role of ideological and political courses in the curriculum system.By exploring the necessity and feasibility of improving the public participation competency of high school students,this paper analyzes the status quo,existing problems and causes and integrates different factors to provide some recommendations and strategies.Apart from the introduction,this paper consists of four parts.The first part defines the public participation competency of high school students as well as the integration of ideological and political courses in universities,secondary and primary schools and elaborates relevant theories.Combined with the research results of Chinese and overseas scholars and based on their definition on public participation and public participation competency,the public participation competency of high school students is defined as follows: In their study and life,senior high school students learn through active learning and practice,manage social public affairs and express reasonable demands through legal,reasonable and orderly ways from the perspective of safeguarding public interests or public interests rather than private interests,so as to affect the knowledge,ability and quality of political life and public decision-making.As defined in this paper,the integration of ideological and political courses in universities,secondary and primary schools means that under the full implementation of the educational policy by CPC and the fundamental task of fostering virtue through education,ideological and political courses are expected to fully play their value-leading role,and in accordance with the development law of gradual progress and spiral rise,teaching materials,teaching contents and teachers of universities,secondary and primary schools should be planned as a whole to reflect the sequence and coordination of education.Finally,Marxist theory on public participation is elaborated to provide theoretical support for improving the public participation competency of high school students.The second part analyzes the necessity and feasibility of improving the public participation competency of high school students in the context that ideological and political courses in universities,secondary and primary schools are integrated.The necessity is analyzed from the following three perspectives: intrinsic requirements of reform of ideological and political courses,importance of fostering virtue through education,and basic requirements of the development of socialist democracy;the feasibility is analyzed from the integration of teaching contents and that of teaching methods to improve the public participation competency of high school students.The third part analyzes the current situation of improvement of the public participation competency of high school students under the background of integration of ideological and political courses in universities,secondary and primary schools.At present,high school students have been equipped with certain awareness,knowledge and capability in public participation.However,many problems still exist.Firstly,the overall public participation competency of high school students is still at a low level.Secondly,the inadequate construction of teaching staff has resulted in obstacles in the cultivation of public participation competency.Thirdly,the teaching goals of different stages have not been well connected in the context of integration.Fourthly,the schools and the society have not worked well with each other in cultivating and improving the public participation competency of high school students.The fourth chapter provides policy suggestions for improvement of the public participation competency of high school students under the background of integration of ideological and political courses in universities,secondary and primary schools.The author,after analyzing the current situation and the causes of the problems,proposes the following countermeasures.Firstly,we should continue to construct an integrated textbook system suitable for the cultivation of public participation competency in high school students.Secondly,we should continue to perfect the integrated teaching aimed at cultivating public participation competency of high school students.Thirdly,we should continue to create integrated social practice activities that can promote the cultivation of public participation competency in high school students.
