With Meng Wanzhou’s arrest in Canada in 2018 and the formal extradition request from the US,China,Canada, and the US have been engaged in a constant game and public opinion exchange in the political, economic, and diplomatic fields, and Meng’s case has quickly drew widespread international attention. This study used Gamson’s framing theory research method to select four international media reports on Meng from China Daily,The Toronto Star,The New York Times, and The Financial Times from December 2018 to September 2021.Analyze China-West public opinion exchanges to adjust and improve China’s mainstream media’s international communication strategy, win a friendly public opinion space, improve China’s image as a great power, and spread Chinese culture. This study finds that the media will emphasize different reporting priorities during the public opinion encounter according to the case process and the national interest’s needs, and invoke different frameworks for self-shaping and other-shaping to guide public opinion.Western mainstream media not only exerts international public pressure on China by creating a stigmatized national image of China, but also creates links between issues with a negative tone to influence public perceptions of the detentions and createsIn the face of the tense international public opinion situation,at the stage of the sudden detention incident, the Chinese media formed a frame resonating with the Western media through the discourse constructing the image of the victim suppressed by the U.S.to win the international recognition;Using a justice-seeking law-abiding framework at the hearing stage of the case, blame was placed on the United States for triggering the international crisis; At the same time, after the conclusion of the case,it will create a friendly atmosphere to ease the relationship between China and Canada by constructing a discourse system of "China-Canada dialogue",grasping the interests of the two countries under the guidance of "China-Canada win-win" public opinion, and consolidate the mainstream discourse emphasizing U.S.political intervention.China has clearly stated its position and attitude in the public opinion battle by standing up for Chinese citizens’ rights, but it also needs to strengthen the Chinese media’s ability to set and lead international issues. In the report,we can portray the changes brought about by the country’s continuous development through in-depth personal stories and daily life,to construct a discourse narrative with Chinese experience to trigger emotional resonance, establish a dominant discourse framework to enhance the media discourse, and enhance the participation of multiple subjects in the two-way communication of the common communication of human destiny.
