The Party proposed the rural revitalization strategy in the report of the 19th National Congress,which provides top-level design for rural development from the perspective of national strategy.Rural revitalization is a matter of national governance and development,and promoting rural revitalization is a systematic project involving multiple aspects and levels,which requires coordination and joint efforts.Rural community social organizations can promote community harmony and stability,and are an important force to improve community governance and services.They have an important role in rural revitalization and should give full play to their advantages and actively participate in rural revitalization.However,rural community social organizations in China generally suffer from multiple dilemmas such as lack of resources,loose internal management and insufficient organizational self-sustainability,and there are even many rural villages without community social organizations.In addition,rural community social organizations also face the serious problem of "lack of power",and it is difficult to obtain institutional support and financial support in corresponding fields,so their development space is limited and their role in community governance is not fully played.Therefore,how to realize the empowerment of community social organizations is a very important issue.Based on empowerment and empowerment theory,this paper takes X community social work agency project as a case study,constructs an analytical framework of empowerment at individual level,interpersonal level,and environmental level,and studies the process and mechanism of social work agencies in nurturing rural community social organizations,as well as proposes effective strategies to solve the dilemmas in the nurturing process.The study finds that social work agencies have significant professional advantages in the process of nurturing community social organizations and can Empower and empower rural community social organizations in three dimensions: individual level,interpersonal level,and environmental level.First,to stimulate the endogenous motivation of community social organizations at the individual level,by enhancing self-efficacy and self-confidence in community participation;cultivating the subjectivity of community social organizations and stimulating the subjective dynamic consciousness;and exploring the potential of individuals and enhancing the capacity of community social organizations.Secondly,to improve the cooperative ability of community social organizations at the interpersonal level,by cultivating the sense of cooperation and enhancing the ability of mutual assistance;cultivating the public spirit and promoting cooperative development,so as to realize good interaction among communities.Third,to create an environment for the development of community social organizations at the environmental level,advocate the improvement of the policy system and the formation of a long-term mechanism for development;integrate internal and external resources to create a favorable development atmosphere and empower rural community social organizations.There are some challenges in the process of cultivating rural community social organizations by social work organizations,such as the slow construction of villagers’ subject awareness,the control of community social organizations by rural elites,the low awareness of social workers among villagers,and the transient nature of the cycle of government purchased service projects.After an in-depth analysis of these problems,this paper proposes targeted measures such as promoting the construction of villagers’ subjective consciousness and improving social empowerment channels;strengthening community organizations’ own construction and enhancing their ability to serve the community;continuously improving professional service capacity and strengthening their own learning and growth;and improving the mechanism of government purchased projects and appropriately extending the service cycle.
