Empowering The Social Work From The Perspective Of Empowerment To Explore The Practice Of Urban Community Residents' Autonomy

Based on the practice of the government purchases social integrated service center, the author took the case as an example to reveal the mechanism of government purchase of services, which "snaps" into the original community work,and promotes the community re-construction process from traditional governance to residential self-governance gradually.The whole thesis was divided into four parts. First and foremost, the author analyzed research context of community building and residential self-governance, especially in the perspective of social work intervention; Second, the author talked about the theoretical basis and the vital meaning of empowerment-based perspective social work intervention; Third, took Q community service center as an example, the author pointed out the challenges of residential self-governance and tried to analyzed the reasons; Fourth, analyzed the community residential self-governance in detail about the process, outcome and effectiveness, and reflected through practice.In this paper, from the perspectives of empowerment intervention, the author believe that ability of the community residents to participate in is the basis of community autonomy, and through reasonable empowering and appropriate intervention of social work, just can solve the problem of lack of residents participation. In this paper, under the author’ Q community autonomy practice work experience, from the community cultural and social environment analysis, social work clearly positioning, with professional technique of social work intervention to residents autonomy process, successfully solve outstanding community public events. In the process, the community residents, community organizations, social workers and community residents’ committees and other stakeholders in the consensus of the community governance strengthen greatly, clear its own role and responsibility division of labor, make full use of resource advantages to form a resultant force, all parties and initially formed a practice mechanism which is combining the administrative resources, basic demand and the social vitality, enriched the experience of" three clubs linkage" between Residents committee、 Social organizations and social workers.At the end of the article, reflect on how social work is more effective in the intervention of community residents’ Autonomy, the author believes that the first is its own precise positioning is very critical, followed by the precise analysis of community resources, once again is to co-ordinate the parties resources, the use of their own professional skills, and jointly promote the mechanism of community residents’ autonomy. This paper in the conclusion attempts to construct a community inhabitant autonomy "service model", from the main body of the service, based, goals, system, process, appraisal six aspects are analyzed, and the hope for the future related research to play a valuable role.
