| The evaluation of scientific research performance is an important part of the evaluation of "double first-class" construction.It is of great theoretical and practical value to further improve the structure of higher education system,improve the efficiency of using research funds and realize the connotation development of universities.This study takes the first round of "double first-class" universities as the object,selects the input indexes of human,material and financial resources,and the output indexes of scientific and technological achievements,scientific and technological talents and transformation of achievements,and constructs the scientific research performance index system of universities;combines the factor analysis and Malmquist index model to evaluate the scientific research performance of "double first-class" universities from two dimensions: static and dynamic."Based on the results of scientific research performance measurement,a panel data model is established and a multiple linear regression model is used for regression analysis of influencing factors,and finally,the measures to improve the scientific research performance of "double first-class" universities are proposed.Finally,we propose countermeasures and suggestions to improve the scientific research performance of universities under the construction of "double first-class".The results of the empirical analysis of scientific research performance of universities show that:(1)the overall level of scientific research performance of "double first-class" universities is high,but the gap between the scientific research performance scores of universities is obvious,and the gap may gradually expand in the future.(2)There are significant differences between the research performance ranking,research input and output ranking of "double first-class" universities.(3)The research performance of "double first-class" universities shows significant regional imbalance.(4)The trend of total factor productivity and the trend of technological progress rate are highly consistent.The regression analysis of the influencing factors shows that the scientific and technological talents of universities,regional policy environment and scientific research environment,the structure of teachers’ titles,the level of regional education investment and the degree of external connection of universities are positively related to the improvement of the scientific research performance of universities,while the scale of universities has an impact on the performance level but is not significant;the level of regional universities and economic strength do not have a profound impact on the scientific research performance of universities.There is no significant correlation between them.Based on this,this paper puts forward corresponding policy suggestions,firstly,we should optimize the "double first-class" construction policy and set reasonable "double first-class" construction goals;secondly,universities should give full play to the autonomy of running schools,improve the evaluation system of running schools,and enhance the innovation ability of universities themselves;Finally,universities should pay attention to strengthening scientific research performance management and creating a good scientific research environment,so as to promote the effective improvement of scientific research performance. |
