Research On The Impact Of Talent Aggregation, Industrial Agglomeration And Their Synergistic Effects On The High-quality Development Of Urban Agglomeration

The report stressed the need to improve the system of scientific and technological innovation,deepen the implementation of the strategy of strengthening China through human resources and the strategy of innovation-driven development.China’s future economic development will focus on human resources and industries.At present,China is in a stage of high-quality development,and human resources and industries are an important strategic support at this stage.At the present stage,factor input driving is gradually changing to innovation input driving,and it is in the critical transition period.With the continuous development of economy,talent agglomeration and industrial agglomeration are important engines,and their aggregate and structural demands are constantly changing.In the process of high-quality development of urban agglomeration,although the metropolitan area is in an important strategic supporting position.However,in the process of development,it lacks the support of the concept of metropolitan area,which leads to the "hollowing out" in many cities.This phenomenon is serious and common,which cannot give play to the effective radiation and good driving role of high-quality development of urban agglomeration.The state recognizes and attaches great importance to the emergence of this problem.The National Development and Reform Commission issued a guideline on Cultivating and Developing Modern Metropolitan Areas in February 2019.At the same time,in the 14 th Five-Year Plan,it clearly proposed to "develop and strengthen city clusters and metropolitan areas".Therefore,as the strategic support of high-quality development,it is important and necessary to explore talent agglomeration,industrial agglomeration and their synergistic effects on high-quality development in the metropolitan area.Taking the data of 34 different types of metropolitan areas from 2000 to 2020 as samples,this paper uses the composite system synergy model to measure the synergy degree of talent industry,explores the impact of talent agglomeration,industrial agglomeration and synergistic effect on high-quality development in mature metropolitan areas,development metropolitan areas and cultivation metropolitan areas,and mainly concludes the following:(1)The impact of talent agglomeration and industrial agglomeration on regional high quality presents a nonlinear inverted Ushaped law.(2)Using the composite system synergy model to measure the synergy effect of talent agglomeration and industrial agglomeration,it is found that from the perspective of the overall synergy trend,in 2000～2020,whether it is a mature metropolitan area,a development metropolitan area,or a cultivation metropolitan area,although the composite synergy state of talent agglomeration and industrial agglomeration has increased,it has been in a low-level synergy state.(3)On the whole,the synergistic effect of talent agglomeration and industrial agglomeration has a significant positive effect on the high-quality development of metropolitan areas.(4)From the perspective of the heterogeneity of metropolitan areas,mature metropolitan areas,developmental metropolitan areas and cultivation types also conform to the development law of Williamson’s hypothesis,and industrial agglomeration and talent agglomeration have a nonlinear impact on the high-quality development of metropolitan areas.From the results of synergy effect,whether it is mature metropolitan area,development metropolitan area,and cultivation metropolitan area,the synergistic state of talent agglomeration and industrial agglomeration plays a positive role in promoting high-quality development to varying degrees,and the promotion role of mature metropolitan area is much higher than that of development and cultivation metropolitan area.(5)Through the heterogeneity analysis of different types of metropolitan areas,it is found that mature and developmental metropolitan areas show that the positive effect of coordinated agglomeration in the south on high-quality development is higher than that in the north,while the cultivation metropolitan area shows the opposite law.Whether it is a mature,development-oriented or nurturing metropolitan area,the positive promotion effect of collaborative agglomeration of talent industry on high-quality development presents the law of eastern>central > western region.
