Scientific and technological talents refer to workers who have professional knowledge or expertise,have scientific thinking and innovative ability,engage in scientific and technological innovation activities,and contribute to the cause of science and technology and economic and social development.As China's economic growth enters a new normal,relying on the "demographic dividend" and investment-driven economic growth model slowly transform into a new model driven by innovation factors.As the core element of technological innovation,scientific and technological talents are the key factors to optimize industrial structure and promote economic growth.The concentration of scientific and technological talents within a certain space can improve the labor production efficiency in the region,promote technological progress,and have a positive driving effect on the upgrading of industrial structure.This thesis collects the panel data of 31 provincial-level administrative regions in China from 2004 to 2016,and studies the level of scientific and technological talents gathering,regional characteristics and its impact on industrial structure upgrading.This thesis first summarizes the main research conclusions and results through the literature review of scholars at home and abroad on the accumulation of scientific and technological talents,the upgrading of industrial structure and the relationship between the two.Then theoretically analyze the direct effects,spillover effects and impact mechanisms of the accumulation of scientific and technological talents on industrial structure.Next,we define the concept of scientific and technological talents and establish evaluation indicators for the accumulation of scientific and technological talents.According to the scale,density,intensity and potential of scientific and technological talents,the comprehensive scores of the concentration of scientific and technological talents in various provinces and cities are measured,and analy the regional characteristics of the gathering of scientific and technological talents in China.Finally,use DIF-GMM and SYS-GMM quantitatively analyze the promotion effect of the accumulation of scientific and technological talents in the East and West regions on the industrial structure upgrade.The results show that the level of scientific and technological talents in the eastern region of China is higher than that in the central and western regions,and the increase in the level of scientific and technological talents has a significant positive effect on the upgrading of industrial structure.In the sub-regional empirical research,it found that only the level of scientific and technological talents in the eastern region has a significant positive impact on the upgrading of industrial structure.Due to the low level of scientific and technological talents in the central and western regions,the talent agglomeration effect is not obvious,and there is no industry in the central and western regions.Structural upgrades have a significant impact.This shows that the level of scientific and technological talents needs to reach a certain threshold in order to promote the upgrading of industrial structure.The level of scientific and technological talents in the central and western regions needs to be improved.
