| For a long time,the “time conflict” between students leaving school early and parents leaving work late has been a major problem that plagues the normal life of families.Although in 2017,the General Office of the Ministry of Education of the People’s Republic of China issued the Guiding Opinions on Doing a Good Job in After-class Service for Primary and Secondary School Students,urging all regions to introduce relevant policies,and through the implementation of after-school services in schools,to some extent,eased the problem of parents picking up and sending students,but in the actual development process,there are still many practical problems that are difficult to solve.To this end,in 2021,the General Office of the CPC Central Committee and the General Office of the State Council issued the Opinions on Further Reducing the Burden of Students’ Homework and Off-school Training in Compulsory Education.The “double reduction” policy was officially promulgated.This measure affirms the necessity of school after-school service and puts forward the higher value goal of school after-school service.Therefore,in the context of the development of after-school services from “full coverage”to “high quality”,how to effectively carry out after-school services across the country has become the main subject of educational research.This paper analyzes the areas with a long time and rich experience in after-school services in China,and analyzes and draws on the successful experience of after-school services in urban primary schools in Changchun,Nanjing and Zhejiang.The students and teachers participating in after-school services in urban primary schools in W District of Chongqing were the survey objects,and the basic elements of after-school services in urban primary schools were analyzed to understand the implementation of after-school services in urban primary schools.According to the relevant data of the basic elements of after-school services in urban primary schools in W District of Chongqing,it is found that there are mainly the following problems in the development of after-school services: 1.The service content is mainly basic and lacks personality design;2.The service policy lacks relevant detailed rules,and the school and teachers have heavy tasks;3.The service personnel have conceptual deviations and the sense of teacher participation is not strong;4.The service evaluation system is not perfect and lacks effective supervision.This shows that there are still problems in the development of after-school services in urban primary schools in District W of Chongqing,such as blurred boundaries,unclear responsibilities,unclear concepts of service subjects,lack of initiative,limited actual conditions of schools,and insufficient ability to provide after-school services.In view of the existing problems in the after-school service mode of urban primary schools,this paper puts forward the following countermeasures and suggestions: pay attention to hierarchical design and flexibly arrange the after-school service content;Integrate the resources outside the school and carry out the cooperation of multiple service subjects;Implement relevant rules and build a diversified teaching staff;Establish an evaluation platform to ensure the quality of after-school services.The purpose of this study is to provide certain basis and reference for the optimization of after-school service model of urban primary schools and the follow-up in-depth study. |
