In recent years,students in the compulsory education stage in China are under great academic pressure.In order to effectively solve the problem of the heavy academic burden of primary and secondary students and the utilitarianism of compulsory education,in 2021,the State issued the Implementation Opinions on Further Reducing the homework burden and the off-campus training burden of students in the compulsory education stage(hereinafter referred to as "double reduction").The implementation of the "double reduction" has transformed after-school services from simple trusteeship to high-quality educational activities.As an important part of after-school services,sports activities play a positive role in stimulating students’ interest in sports and promoting the healthy growth of students’ body and mind.In response to the call of the state to "reduce the burden" on primary school students,Kunming actively carried out after-school sports services,but how effective the actual implementation is still needs further study.This paper uses the methods of literature,questionnaire,interview,mathematical statistics and other research methods to explore the current situation and existing problems of after-school sports services in primary schools in Kunming,seek solutions and put forward corresponding countermeasures.To provide valuable theoretical reference for the development of after-school sports services in primary schools in Kunming,promote the implementation of "double reduction",and make after-school sports services develop continuously and with high quality.The main conclusions drawn from this study are as follows:(1)The 15 primary schools surveyed in Kunming have actively carried out after-school sports services under the national policy tone,but the implementation of the "flexible commuting" system for teachers is not satisfactory.(2)Kunming primary schools have established a management system for after-school sports services.In terms of supervision and management,the supervision content lacks uniformity.In terms of rules and regulations management,teachers’ execution ability is insufficient.In terms of safety management,the purchase rate of student accident insurance has not reached 100%.(3)The after-school physical education service teachers in primary schools in Kunming have diversified forms,with teachers on campus serving as the main force.However,the training of teachers is poor,and the teaching effect is difficult to guarantee.The development models of after-school sports services mainly include "self management and self management" and "self management and other management",reflecting the spirit of national policy documents.However,there is a lack of communication platforms between teachers and parents.(4)Primary school students in Kunming have a high demand for after-school sports services,with high enthusiasm and expectations.The current sports programs in the school are mainly basketball,football,volleyball,martial arts,and figure skipping,which differ from students’ actual needs.However,the selection of sports programs respects students’ autonomy.(5)There is a cognitive bias among primary school parents in Kunming regarding the implementation of after-school sports services,and their satisfaction with the effectiveness of after-school sports clothing development is not high.(6)Kunming’s primary school after-school sports service resources are limited,and the utilization rate of extracurricular resources is low.The funding for after-school sports services is mainly supported by government funds,and there is no phenomenon of schools charging fees indiscriminately,but the funding channels are single.Insufficient school space,low and difficult utilization of off campus space.(7)Primary schools in Kunming actively assess the effectiveness of after-school sports services,but there are differences in the assessment content and subjectivity in the evaluation of the assessment results.In order to solve the problems of after-school sports services in primary schools in Kunming,the following countermeasures are proposed:(1)The government needs to improve relevant policies and systems and increase the degree of legal constraints.(2)Schools need to improve the after-school sports service management system.(3)Schools need to optimize the structure of teachers,establish a training system,and improve the ability of after-school sports service teaching.(4)Schools need to optimize after-school sports services to promote students’ personalized development.(5)Schools need to strengthen "home school" cooperation,investigate parents’ needs,and jointly promote after-school sports services.(6)Schools need to make flexible use of existing resources and fully tap social resources.(7)The government will include the results of after-school physical education service assessment in the annual education plan.Schools need to establish a perfect assessment mechanism.
