As one of the main bodies of social governance,social work organizations play a more and more important role.At present,social work organizations have been set up one after another,especially in the context of the government cultivating social forces and giving more autonomy to the society.The value concept of social work organizations to help others helping themselves and caring for the weak is increasingly welcomed by the government.Its professional service methods also accord with the development trend of contemporary China.Under this background,the social work organizations develop extensively,each kind of social work organization appears in large quantities.However,at the level of policy research and academic analysis,it is often the larger social work organizations that are easy to get attention and the micro-social work organizations are often overlooked.Although the size of micro-organizations is small,it has a large number and plays an important role in the development of social work industry and even in the whole grass-roots governance.The following are my questions : First,what are the types of micro-social work organizations? Second,what are their characteristics? Third,what development bottlenecks they are facing? Fourth,what kind of action strategy will be taken by various micro-social work organizations? Last,in the context of social governance,what impact has these social work organizations had on social governance at the grass-roots level? This paper is trying to answer above questions.In view of the large number and the wide variety of types of social work organizations,and there are not many studies available for reference in this field.So this study uses snowball sampling methods,using interviews,observations,literature and other methods to collect the data of the study in Chengdu.The writing logic of this paper is based on “what and how”.First,it introduces what are micro-social work organizations,which includes the types and operating modes of micro-social organizations.And then analyzes the development bottlenecks and action strategies faced by different micro-social organizations.The last part is the analysis of how these social organizations have had an impact on grassroots social governance.Through empirical data analysis,this paper divides the micro social work organizations into four types from the two dimensions of professional-organizational environment: dependent agent type,embedded autonomous type,empty shell type,professional autonomous type.In order to obtain a larger living space in the field of government procurement services,various micro-social organizations have chosen different development paths,and the essence is to gain a dominant position in the competition with the government.Under the logic of the government's purchase of services,the development challenges faced by various micro-social organizations are different.Due to the blurring of political and social relations,micro-social organizations are in the contradiction between structural regulation and independent development.Of course,different equity strategies have also been adopted by various micro-social organizations to maintain a dynamic balance between structural regulation and independent development.The differentiation and development within the micro-social organization has put forward new development requirements for grassroots social governance.Both the grassroots government and the social work organization need to accurately locate and draw a line of power between them.Although the relationship between Chinese society and the government still presents the characteristics of “big government and small society”,we still need to be alert to the unrestricted search for development boundaries of social work organizations,eroding the body of social welfare,and undermining social governance mechanisms.At the same time,we are supposed to avoid excessive administrative intervention by the government which affects the development of social services and causes waste of social resources.
