Research On The Dilemma And Countermeasures Of Social Workers Participating In The Mediation Of Grass-Roots Disputes

Since 1980 s,the reform of China's urbanization has been continuously promoted,and the social structure in the period of social transformation has undergone a qualitative change.While China's coastal areas,especially the Pearl River Delta region,are facing the economic development tide,the problem of social governance is also becoming more prominent.The number of foreign population is huge,the structure is complex and the flow is frequent.In the process of integrating into the local economic society,it brings some pressure to the local social governance,and the administrative litigation case presents a blowout development.In the mediation process of China's grass-roots disputes,the three mediation mechanisms can not fully meet the needs of the current dispute mediation.With the shift of government functions and the reform of grass-roots social governance,local governments have been carrying out the practice of social governance innovation with multiple disputes.In the context of "great mediation",the third party strength has become a new path and new trend to solve the new social problems with its flexibility,professionalism and complementary advantages.With the rapid development of professionalization and professionalization of social work,the social work industry has become an important force to participate in social governance innovation and improve the effectiveness of social governance.Analyzing how social workers play their professional advantages and play the role of social shock absorber in dispute mediation at the grass-roots level,we can explore and enrich practical experience that social workers participate in social governance innovation.Under this development background,In 2013,Dongguan City,Guangdong Province,combined with local development,started the first trial in 2013.We explored and promoted the construction of mediation mechanism for social workers involved in grass-roots disputes,and achieved some results.In this paper,Dongguan City,which is more prominent in the social transition period and with the representative of the times,is used as the research background,and several more effective reform pilot Street towns are selected as the research cases.The detailed case study is made on the specific mode and role function of the social workers participating in the mediation of the third parties.Using the case study method in qualitative research,this paper selects the responsible persons of five Town Street projects in Dongguan as the interviewees,and explores the role and social functions of the social work in the construction of the new governance pattern of "shared common governance sharing" by means of participation in observation and in-depth interviews.The second part introduces the current situation and mechanism of grass roots dispute mediation in Dongguan.The third part focuses on the mechanism of social workers' participation in grass-roots dispute mediation.This part first analyzes the role of social workers participating in the mediation of Dongguan grass-roots disputes,and then carries out the mechanism construction of social workers participating in the mediation of grass-roots disputes,and discusses the dilemma of social workers participating in the mediation of grass-roots disputes.The fourth part discusses the social workers' participation in grass-roots dispute mediation.This part mainly discusses how to further develop the mechanism of social workers' participation in the mediation of grassroots disputes by establishing the leading work mechanism,ensuring social workers' mediation work funds,improving the professional environment of social workers mediation,strengthening the self construction of social workers mediation mechanism and strengthening the publicity in all directions.The part is to put forward the innovation of the grass-roots social governance in our country.
