As China completes the building of a moderately prosperous society in an allround way,the absolute poverty once rooted in ethnic minority areas has become history,but the problem of unbalanced and inadequate development is still prominent.As a result of the long-term income inequality and economic division,the widening income gap and stratum of curing in ethnic minority areas coexist,and showed obvious trend of intergenerational transfer,children are easy to copy the parent low income situation,form "hereditary poverty",reflecting the parent generation of offspring revenue impact of important indicators,the degree of intergenerational income mobility problems need attention.At the same time,labor migration is still the main means for ethnic minorities to raise their income,and it is also an important way for them to improve their living standards and obtain fair opportunities.While directly increasing income,whether labor migration can promote intergenerational income flow in ethnic areas such as "three regions and three states" is a key question with practical significance.This paper follows the basic paradigm of "theoretical research-empirical researchpolicy research".In terms of theoretical research,through the literature review and definition of relevant core concepts,from the perspectives of labor migration theory,social exclusion theory,human capital and social capital signaling theory,and intergenerational income mobility theory,it clarifies the impact of labor migration in China’s minority areas on intergenerational The logical thinking of income mobility,and on this basis,a theoretical analysis framework is formed.In terms of empirical research,based on the field research data of the national Social Science Fund major project "Deep Poverty Survey in Ethnic Areas and Strategies for Overcoming Poverty Trap"(18ZDA121),this paper describes the current situation and characteristics of intergenerational income flow in ethnic areas by using intergenerational income elasticity and intergenerational income rank methods respectively.Furthermore,stepwise regression method and Heckman two-stage model are used to analyze the impact of labor migration on intergenerational income mobility.On this basis,Bowles&Gintis method is used to explore the mechanism of labor migration on intergenerational income mobility from the perspectives of human capital and social capital,and group regression is used to analyze the heterogeneity according to gender difference and income stratification.Finally,the reliability and robustness of the model is verified by changing the estimation method of intergenerational income flow.In terms of policy research,based on the theoretical derivation and the policy implications contained in the empirical research results above,five policy suggestions are put forward to promote the intergenerational income flow in ethnic areas.Based on the results of theoretical analysis and empirical test,The main conclusions are as follows: Firstly,the elasticity of intergenerational income and correlation coefficient of intergenerational order of residents in China’s "three regions and three states" ethnic minority areas are 0.412 and 0.492.The level of income mobility is relatively poor,and the middle and low income groups are more affected by their parents,thus falling into the intergenerational low income pass-through trap,showing the obvious characteristics of class solidification.Secondly,labor migration in ethnic areas plays a significant role in promoting intergenerational income mobility,and the intergenerational order correlation coefficient of the children with labor migration is only 60% of the children without migration,which is still robust after the correction of the Heckman two-stage method.Thirdly,the mechanism analysis shows that migration behavior mainly improves intergenerational mobility through two paths.On the one hand,it increases the rate of return on offspring human capital and strengthens the positive impact of education on income.On the other hand,the intergenerational effect of social capital is weakened,and the intervention effect of social capital of fathers on offspring income is reduced.Fourthly,heterogeneity research based on gender difference and income stratification found that labor migration promoted intergenerational mobility of female offspring and low-income group more obviously.Based on the above research results,this paper from adhere to the integration of urban and rural development,and actively guide the free flow of rural labor;Reduce social exclusion and enhance the sense of belonging of migrant workers;Accelerate the industrial development in minority areas and improve the local employment environment;Reasonable distribution of educational resources,pay attention to the development of human capital of special groups;In order to promote the benign flow of intergenerational income in ethnic areas,the author puts forward some policy suggestions on optimizing social capital and breaking the division of labor market.
