In recent years,China’s e-commerce market continues to expand,and the express delivery business volume also maintains a rising trend.At the same time,the consumption of express packaging materials in China is also rising rapidly,resulting in increasingly serious environmental problems and resource burden.Therefore,the government has issued policies and regulations to promote the greening of express packaging and improve the recycling rate of express packaging.However,at present,China has not yet established a perfect express packaging recycling system,a scientific system has not been formed for the recycling of express packaging resources,the construction of recycling network is also lack of scientific planning,and the overall quality level of express packaging recycling activities needs to be improved.In the environment of developing circular economy and green logistics,the reduction and recycling of express packaging is also the future development trend.Based on this,this paper studies the system construction and network planning of express packaging recycling,designs the construction of express packaging recycling system from many aspects,establishes a reverse logistics network planning model considering the recycling of express packaging,and analyzes it with a practical case.First of all,this paper analyzes the present condition and existing problems of domestic express packaging recycling system,and combined with the representative foreign packaging recycling system,designs the construction of the recycling system from the aspects of packaging development and manufacturing,express packaging standardization,express packaging recycling policy support and the establishment of express packaging recycling network.And this paper optimizes the recycling service process considering the establishment of incentive mechanism and the design of recycling process of express packaging.Then,aiming at the problem of express packaging recycling network planning,the location routing problem model of express packaging reverse logistics network is established,which considers the minimization of total cost of reverse logistics network and residents’ negative utility;and a two-stage hybrid heuristic algorithm is designed,which combines the Clarke-Wright algorithm and tabu search algorithm to solve the model.In the tabu search algorithm,a multi neighborhood structure is designed and an adaptive tabu strategy is adopted.Finally,according to the model and the algorithm,combined with the actual logistics enterprise case analysis,the effectiveness of the this paper’s algorithm is verified,and the problems that should be paid attention to in the express packaging recycling network planning are put forward.
