A Study On Withdrawal Mechanism Of Poverty Regiment In The Southern Of Production And Construction Corps In Xinjiang

In the course of the development of human society,poverty has always been a worldwide problem.It has been threatening the survival and developmental of mankind.Eliminating poverty,improving people’s livelihood and gradually realizing common prosperity,these are the fundamental requirements of socialism.It was also the promises from the Party and the government to his people.The Nineteenth National Congress of the Communist Party of China regards poverty alleviation as one of the three major battles to win a well-off society in an all-round way.It also firmly points out that the battle has to be won over by 2020.The key to poverty alleviation is to take its actual effect as the basis,to take the public recognition as the foundation,on top of that,to establish a strict,standardized,transparent and genuine poverty withdrawal mechanism.Xinjiang Production and Construction Corps plays the role as a stabilizer,melting furnace and demonstration area in Xinjiang.For the Xinjiang Production and Construction Corps,the poverty regiment in the production and construction Corps in the three prefectures of Southern Xinjiang,which are located in 14 concentrated areas.They are the hard bone of the corps’ fight against poverty and the main battlefield.This paper takes the withdrawal mechanism of poverty regiment in the southern of production and construction corps in Xin Jiang as the research object.It combines the author’s 40 day practice and a local questionnaire survey in the W regiment of the third division of the southern of production and construction corps in Xin Jiang.Base on the practice and the survey,the current circumstance of the poverty Withdrawal situation of the W regiment of the third division was analyzed,it’s criteria and conditions of poverty withdrawal mechanism,the procedures,the motive mechanism,the ensure mechanism,the incentive mechanism and the risk prevention mechanism,etc.have been combed out.Moreover,the effectiveness of poverty withdrawal of the W regiment of Third Division was also summarized.Besides,based on the local investigation and questionnaire survey,there are some problems in the withdrawal of the poor people from the poor corps of the Southern Xinjiang Corps are found,such as the inaccurate targeting of the poor population,the lack of fairness of the withdrawal from work,the inadequate recognition of the masses for poverty eradication,the unstable withdrawal rate from poverty,the low awareness of the Poverty Alleviation Policies of the poor population,the weak awareness of the main body of the poverty-stricken objects,and so on.The reasons for these problems have been analyzed in this paper.Finally,on the basis of learning from the successful experience of poverty withdrawal mechanism in other poverty-stricken areas in China,this paper puts forward some countermeasures and suggestions to improve the poverty withdrawal mechanism in the Corps yard of Southern Xinjiang,with a vision in providing theoretical and policy support for Southern Xinjiang,in order to enter a well-off society with the whole country in 2020.
