With the unprecedented urbanization development nationally,various urban symptoms such as ecological deterioration and resource depletion have been induced,resulting that some areas are under pressure of overloading problems.Given these issues,technology progress has been proposed to balance the pressure and capacity of development.However,it seems that little attention has been paid to examining the relationship between technology progress and provincial carrying capacity.Therefore,it is not explicit whether the technology progress have an impact on provincial carrying capacity,as well as how and why the technology progress influences the status of provincial carrying capacity.Under such circumstances,this paper aims to evaluate the performance of technology progress and comprehensive carrying capacity in 30 Chinese provinces,analyze their dynamic relationship,and formulate targeted strategies for different types of provinces,so that the sustainable development can be achieved.By conducting the literature review,this paper discussed the concept of comprehensive carrying capacity,which includes the three subsystems and seven key elements.And the impact mechanism of technology progress on provincial carrying capacity was developed from theoretical perspective.Thereafter,a candidate indicator database for evaluating provincial carrying capacity was formulated by comprehensive literature review.And the popularity-suitability bi-dimensional model was established to select effective evaluating indicators.Entropy-TOPSIS model and DEA-Malmquist method were applied to investigate the performance of provincial carrying capacity and technology progress respectively during the year of 2004 to 2016.Based on the above research work,the impact of technology progress on provincial carrying capacity was then explored by VAR model,and the provinces were classified into different groups according to the results of empirical study.Through the classification,this paper further proposed the policy strategies for different groups of provinces to improve their carrying capacity.The research findings of this paper are listed as follows:(1)From the theoretical perspective,technology progress has double-edged influence on comprehensive carrying capacity;(2)The comprehensive carrying capacity increases steadily during the study period,while it presents significant difference in different provinces;(3)Technology progress shows a fluctuating downward trend,and it is pressing to improve the technology progress in Northeast China;(4)For the provinces located in eastern area,technology progress has a positive impact on their carrying capacity,while there is a negative impact for provinces in north-western and north-eastern areas.Positive-negative impact of technology on comprehensive carrying capacity can be found in midland areas;(5)To promote the carrying capacity of provinces,increasing the investment in technology progress,improving the local transport infrastructure,and accelerating the process of technology integration should be adopted respectively for above three types of provinces.The research findings of this study indicate that although there is a dynamic correlation between technology progress and provincial carrying capacity,the relationship can be different in various provinces.Therefore,it is imperative to utilize the technical measures appropriately,and design proper strategies in accordance with local endowments.
