| The added value of our country’s service industry has steadily exceeded 50%of GDP in recent years.The service industry has important roles in optimizing industrial structure,solving employment,and improving people’s living standards.It has become irreplaceable in the modern national economy.In January 2020,the sudden COVID-19 had a huge impact on service industry,and the added value of our country’s service industry experienced negative growth for the first time in the first quarter.Various government departments responded quickly and issued a series of policy including the service industry.Service industry was effectively supported and quickly recovered,and it successfully achieved positive growth in the second quarter.However,judging from the current and future period of time,the COVID-19 will not be eliminated immediately.And the service industry has the characteristics of high personnel density and high mobility.Under the influence of COVID-19,to achieve stable and rapid development of the service industry,it is necessary to further improve policies and measures.In particular,the relevant service industry policies that have been introduced during COVID-19 period are not yet satisfactory in terms of their formulation,implementation,and effects.This paper takes Xuanhan County of Sichuan Province as an example to study the service industry policy during the COVID-19 period.Based on the theories of policy tools and policy evaluation,combining policy text analysis and interview method,study of service industry policy during the COVID-19 period,to find the problems of service industry policies,and make specific suggestions.First,describe the development of the service industry in Xuanhan County in recent years,and the policies and measures to respond to the COVID-19.Explain the specific reasons for selecting Xuanhan County as the research example.Second,clarify the selection criteria and sources of policy texts,and collect relevant national,provincial,city,and county policy texts as completely and comprehensively as possible by visiting the official website of the government,the Internet,and visiting staff of relevant departments.use the policy text analysis method to analyze the policies related to the service industry during COVID-19period(based on the policy instrument theory).Then,according to the conclusions of policy text analysis,designed an interview outline,and selected relevant government staff,service enterprise leaders and self-employed households to conduct interviews.Using the thematic framework method,analyzed and studied the interview data,and drawn the interview conclusions.Finally,adhere to the problem orientation,put forward countermeasures and suggestions to improve the service industry policy under the COVID-19,to promote the sustainable and healthy development of the service industry. |
